Analysis of the Existing Chemicals Management System in the Russian Federation

Abstract [en]

The Russian chemicals legislation is in changing process. At the moment there is no common framework act on handling of hazardous chemicals in the Russian Federation and terminology in chemicals is different from the EU. This basis is intresting from a European point of view as there soon will be a new chemicals legislation (REACH) within EU with a close relation to the Global Harmonised System of Classification and Labelling of Chemicals (GHS). The task of analysis in this report was to provide information on existing chemicals management system in the Russian Federation and describe the following issues: 1) Hazardous information from producers to users: standards, requirements and formats 2) Safety requirements during chemicals use: where a company is getting information/knowledge on safety measures to apply during use of chemicals? 3) Environmental legislation related to providing information on quantities of hazardous substances used or released into environment including control mechanisms, environmental permit-ting and reporting plus inspection institutional set up 4) Institutional set up regarding entire chemicals management in the Russian Federation. This report has been elaborated in scope of the project ”Awareness raising and capacity building on chemicals control in NW Russia“ (BACCON RUS) which has been a co-operation project between Nordic Council of Ministers, Finland, Sweden and Russia. The project has been funded by Nordic Council of Ministers, Finnish Ministry of Environment and Swedish Environmental Protection Agency.
