    Abstract [sv]

Development in Research: An Outline of the Science Systems in Russia and the Baltic States.2007Rapport (Annet vitenskapelig)
    Abstract [en]

The science systems in Russia and, even more so, the Baltic States have undergone radical change in the years following the break-up of the Soviet Union. Although this report does not aim to provide a thorough description of the Soviet science system1, it is nevertheless useful to give a very brief outline of the structures which Baltic and Russian policy-makers were confronting at the outset of systemic reforms in the early 1990s.

Going Nordic – A NordForsk user survey: A survey among participants in NordForsk and NorFA networks and research training courses 1999-20052006Rapport (Annet (populærvitenskap, debatt, mm))
    Abstract [en]

This survey conducted among participants in Nordic research network and research training course activities in the 1999-2005 period shows that 90% of the project participants continue collaborating after Nordic funding has ended.

One in five respondents have applied for EU funding as a direct result of the Nordic collaboration.

More than half the activities included partners from the Baltic countries, 28% involved partners from Russia.

Eight in ten would find it impossible to carry out their activity without the support fromNordForsk (or former NorFA).

Most respondents find the application procedures clear and easily accessible. NordForsk is not perceived to be overly bureaucratic, and most people are satisfied with their communication with the responsible NordForsk staff.

White Paper on Nordic Sustainable Cities2017Rapport (Annet (populærvitenskap, debatt, mm))
    Abstract [en]

Rapid urbanisation is one of today’s biggest global challenges. Nordic Sustainable Cities is a flagship project under the Nordic Prime Ministers’ initiative Nordic Solutions to Global Challenges that seeks to shed light on this challenge from a Nordic perspective.

The White Paper on Nordic Sustainable Cities develops a narrative to describe the “Nordic Sustainable City”. It forms a basis for the knowledge sharing effort that will be carried out by Nordic Innovation, Nordregio’s sister institution under the Nordic Council of Ministers in 2018. This work aims to export Nordic stories as a means of branding the Nordic Region and contributing to global efforts towards urban sustainability.

Indonesia and the Muslim World: Between Islam and Secularism in the Foreign Policy of Soeharto and Beyond2011Bok (Fagfellevurdert)
    Abstract [en]

opular hostility and official ambivalence in Indonesia to the United States-led ‘War on Terror’ seem easily understandable in in the world’s largest Muslim country. But this kind of analysis misses the complexity of Indonesia and the host of internal differences behind this opposition. Military and bureaucratic elites since independence have worked to create a more secular nationalist Indonesian identity out of a multi-ethnic/religious mix, often provoking religious opposition. This dynamic (found also in Turkey, for instance) has especially shaped Indonesia’s encounter with and view of the outside world – and not least its reaction to events affecting the Muslim world.

In this study, the author explores Islam as a domestic political variable in Indonesia’s foreign policy since independence. Here, Anak Agung Banyu Perwita argues that increasingly Indonesia’s foreign policy toward the Muslim world has become based on domestic political struggles. In support of his argument, the author mainly draws on material from the period when President Soeharto’s New Order regime ruled Indonesia but brings in more recent material from the post-Soeharto era to demonstate how Indonesian foreign policy is still shaped by the same forces today.

Containing a wealth of information on the role of Islam in Indonesia’s foreign policy, this book is essential reading for anyone seeking to understand how the world’s largest Muslim country is reacting to the international challenges of the modern world.

After the Great East Japan Earthquake: Political and Policy Change in Post-Fukushima Japan2013Collection/Antologi (Fagfellevurdert)
    Abstract [en]

The triple disaster that struck Japan in March 2011 began with the most powerful earthquake known to have hit Japan and led to tsunami up to 40 meters in height that devastated a wide area and caused thousands of deaths. The ensuing accident at the Fukushima-Daiichi nuclear power plant was Japan’s worst and only second to Chernobyl in its severity.

But has this triple disaster also changed Japan? Has it led to a transformation of the country, a shift in how Japan functions? This book, with fresh perspectives on extraordinary events written by diplomats and policy experts at European embassies to Japan, explores subsequent shifts in Japanese politics and policy-making to see if profound changes have occurred or if instead these are limited.

The book addresses those policy areas most likely to be affected by the tragedy – politics, economics, energy, climate, agriculture and food safety – describes how the sector has been affected and considers what the implications are for the future.

The Nordic model – challenged but capable of reform2014Bok (Annet vitenskapelig)
    Abstract [en]

The Nordic welfare model has received a lot of positive attention around the world.  High standard of living, small income disparities and substantial social mobility looks like a very attractive package. Moreover, sound public finances and strong emphasis on environmental sustainability suggest that today’s success has not been accomplished at the expense of future generations. But is there really a unique “Nordic Supermodel”, unshaken by the global economic crisis and capable of producing continuous high growth and world class welfare services when many developed economies struggle with the impacts of global competition and population ageing? This book shows that Nordic performance has not been quite as unique or uniform as often claimed. The recent global and European crisis and country specific shocks have affected also the Nordic countries, some of them very strongly. And there are as many variants of the Nordic model as there are Nordic countries. Going forward, also the Nordic countries will be challenged by ageing, globalisation and technological change, some more than the others. On the other hand many fundamentals remain strong in the Nordic countries, and, what is perhaps most important, the Nordics have proved themselves capable of adjusting.  Labour market practices, pension policies, and production of public services have been reformed to match new circumstances. Public policies have been aimed at creating new jobs and helping people in transition, not at protecting uncompetitive businesses. There is a strong, rational tradition of consensual policy making. Further reforms are needed, and some widening of income disparities may be inevitable. The message of the book is, however, that refocused and recalibrated in a realistic scale the Nordic model has good chances of thriving well into the future.

Youth unemployment and inactivity: A comparison of school-to-work transitions and labour market outcomes in four Nordic countries2015Bok (Annet vitenskapelig)
    Abstract [en]

Young people follow highly different trajectories from age 16 up to age 20, a time period which is often argued to be the most critical in terms of their future labour market outcomes. The focus of this report is on investigating the look of these early pathways, as well as on exploring their link to labour market outcomes in adulthood. Results are reported and compared for four Nordic countries: Denmark, Finland, Norway and Sweden.

Media Education Goes Professional?: Media Teachers’ Self-Image, Positioning and Educational Focus2017Inngår i: Nordicom Review, ISSN 1403-1108, E-ISSN 2001-5119, Vol. 38, nr 1, s. 81-95Artikkel, forskningsoversikt (Fagfellevurdert)
    Abstract [en]

AbstractThis article explores how media teachers’ self-images, positionings and interpretative rep-ertoires inform educational practices in media education. Media education is viewed as a critical element of 21st century learning. However, we have very little knowledge of the im-plementers of this critical element, the media teachers. Based on a thematic literature review of historical positions of the Nordic media teacher, and supported by national survey data on the media teachers’ backgrounds, motivations and practices (n=383), the subject is explored through focus groups and individual interviews with media teachers at two case schools in upper secondary media education in Norway. The findings suggest that there are different and conflicting understandings about being media teachers, resulting in different educational practices with wider implications for the future implementation of media education. Keywords: media teachers, media education, media literacy, interpretative repertoires, pro-fessional cultures, communities of practice

    Abstract [da]

Active labour-market policies and newly arrived immigrants2019Annet (Annet (populærvitenskap, debatt, mm))
    Abstract [en]

All of the Nordic countries have similar introduction programmes for newly arrived refugees and family migrants. Greater attention is now being paid to the question of which type of activities works best for this group. The programmes typically include language training, courses in civic orientation and activities related to the labour market. Previous research indicates that subsidised private-sector employment is the most effective form of labour-market programme and that there is potential for increasing its use among immigrants. The policy brief is produced by Nordregio on behalf of the Nordic Welfare Centre and the project Nordic collaboration for integration. Quality in Validation of Prior Learning: Experiences from Work with the Nordic Model for Quality in Validation of Prior Learning2018Rapport (Annet (populærvitenskap, debatt, mm))
    Abstract [en]

Validation has become a central element in educational policies around the world. In the Nordic countries validation has been practiced especially in the vocational education and training sector (VET) for the past 15–20 years.

This report explores the question of quality in validation, first by introducing the concept in general and secondly in detail by describing the Nordic Model for quality in validation. The researchers were testing the Model in VET institutions in a project coordinated by the Nordic Network on Adult Learning (NVL). Findings from the interactive research are presented from a sample of three colleges situated in Denmark, Finland and Sweden. The Nordic Model can be seen as a structured way to assess the current situation in validation at an institutional level and to identify areas of development. The research does not focus on the quality itself, but on the process of quality work and the process in the cases. In conclusion, the work with the cases speaks for the usefulness of the Nordic Quality Model for validation as a comprehensive structure for developing the validation system in vocational education and training.

Youth and News in a Digital Media Environment: Nordic-Baltic Perspectives2018Konferanseproceedings (Annet vitenskapelig)
    Abstract [en]

Ongoing digitalization has fundamentally transformed the entire media landscape, not least the domain of news. The blurring of previously sharp distinctions between production, distribution and consumption have challenged the established news industry and brought into question long-held assumptions of what journalism is or should be, who is a journalist and how we define, consume and use “news”. This anthology aims to shed light on the implications of these transformations for young people in the Nordic and Baltic countries. It focuses on three themes: youth participating in news and information production; news production by established media organizations and novel information providers aimed at children and youth; news use among youth.

    Abstract [sv]

    Abstract [en]

Nordic companies and organisations are often distinguished by committedemployees and a high degree of creativity. One reason is a specific Nordicleadership style, which sets itself apart through the delegation of power and responsibility to employees and a high degree of consensus seeking, among other things. Nordic leaders also stress the necessity of co-operation. In addition, they play down their authority and often function more as coaches for their employees. It is also important that leaders are able to inspire their employees, and be visionary yet realistic at the same time.

This report describes how various studies on culture, leadership and values characterise the Nordic leadership style. The report also attempts to find factors in Nordic societies that could help explain the leadership style in the Nordic region. Particular attention is given to two of these: the creation of the Nordic welfare state and the tradition of balancing different interests in society, especially within the labour market. The discussion of these factors is also supplemented by examining the role played by the industrial structure.

Nordiskt ledarskap2018Annet (Annet (populærvitenskap, debatt, mm))
    Abstract [sv]

    Abstract [sv]

Nordic municipalities’ work with artificial intelligence2019Annet (Annet (populærvitenskap, debatt, mm))
    Abstract [en]

Municipalities in the Nordic regions are working to adopt artificial intelligence. Chat bots answer questions from citizens, algorithms can predict leaks in the water and sewage network, and tests are being conducted to determine how the technology can advise and support the municipalities’ case officers.

This report describes how selected municipalities in the Nordic region are working with artificial intelligence. It discusses how the adoption of the technology may affect trust in the Nordic region, both in terms of the population’s trust in the public administration and social trust.

The report makes recommendations for how the municipalities in the Nordic region can work together on artificial intelligence.

Nordiske kommuners arbeid med kunstig intelligens2019Annet (Annet (populærvitenskap, debatt, mm))
    Abstract [no]

    Abstract [sv]

Nordic working group for green growth – innovation and entrepreneurship 2013-2016 Synthesis report2017 (oppl. 2)Bok (Annet vitenskapelig)
    Abstract [en]

The synthesis report summarizes the work done by the Nordic Working Group during their four-year mandate period and puts it in a broader European and international context. The report focuses on the role and relevance of the regional level and regional players in promoting green growth in the Nordic countries and internationally and gives policy recommendations on how the Nordic regions can benefit from enhanced cooperation on green growth activities. The report focuses on two central areas of green growth: bioeconomy and industrial symbiosis. It analyses the key global drivers for green growth in these areas and positions the Nordic regional green growth - its strengths and weaknesses - against these global drivers.

Basic digital skills for adults in the Nordic countries2020Rapport (Annet (populærvitenskap, debatt, mm))
    Abstract [sv]

Mental health among youth in Iceland: Who is responsible? What is being done?2016Bok (Annet (populærvitenskap, debatt, mm))
    Abstract [en]

All children and young people are a huge resource. We have never had such well-educated and competent youngsters in the Nordic countries as we do today. At the sametime there are all the more young persons who claim to be suffering from mental illness, and young persons who, for various reasons, risk ending up in vulnerable situations.

Growing mental illness amongst young people is one of the most serious public health challenges facing our Nordic society.

The project Youth in the Nordic Region focuses on young persons who suffer from or are at risk of suffering from mental illness, as well as their situation at school and their later transition to work and providing for themselves. A further important topic of the project is early retirement and retirement on mental health grounds amongst young adults.

As part of the project we have produced reports which shed light on various aspects of these areas. The report you are holding in front of you aims to give a quick, clear overview of who does what in Sweden in matters concerning young persons who suffer from or risk suffering from mental illness, and end up in long-term unemployment and with no meaningful purpose in life.

We have produced summaries of all the Nordic countries plus Greenland, the Faroe Islands and Åland. We would like to point out to our readers that the summaries do not include everything that is done and that important and useful contributions may be lacking.

    Abstract [sv]

Guidelines for Assessment of Cognition in Relation to Congenital Deafblindness2014 (oppl. 500)Bok (Annet (populærvitenskap, debatt, mm))
    Abstract [en]

The aim of this booklet is to discuss assessment of cognition in relation to deafblindness. Cognitive ability is manifested in moments of shared attention. Expressions reveal capacity, but also give us possibilities to estimate schematic ability and comprehension of reality.

The Guidelines are structured in three parts. Part I gives an introduction to the theoretical foundation of the work of the network and of the guidelines in the present booklet. Part II is an analysis of textbooks and introductions to assessment in general, that aim at teasing out general guidelines that need specific CDB focus. This part ends up in a set of recommendations for assessment of cognition in relation to CDB. Part III is a series of examples from our own work that present different attempts at applying the presented guidelines and theoretical foundation, in combination with more specific assessment targets and procedures.

All authors are professionals within the deafblind-field working practically in different disciplines or with research.

Innovative Fish Counters2012Rapport (Annet (populærvitenskap, debatt, mm))
    Abstract [en]

The main purpose with the project ”innovative fish counters” was to create a common Nordic industry standard, create a new set of rules for the Nordic Championship in Fish and Shellfish and create new and innovative ideas/tools to make life as a fishmonger in the Nordic countries better, by ideas that could motivate a greater consumption of seafood in the Nordic region.

The result of the project is therefore an industry standard that in relation to various topics (ex. temperature inrelation to displaying of fish) is clearly national differentiated. The purpose is of course in the long run to getan industry standard where everything is the same in all the Nordic countries, but before that can happen, the politicians in the different Nordic countries needs to interpret the EU regulations in the same way.In the short time this project has been running we have come a long way with the industry standard, and it isready for the fishmongers to use in their everyday work.

Vernacular Meaning Making: Examples of Narrative Impact in Fiction FilmQuestioning the ‘Banal’ Notion in Mediatizationof Religion Theory2015Inngår i: Nordicom Review, ISSN 1403-1108, E-ISSN 2001-5119, Vol. 36, nr 2, s. 143-156Artikkel i tidsskrift (Fagfellevurdert)
    Abstract [en]

The outcome of an audience study supports theories stating that stories are a primarymeans by which we make sense of our experiences over time. Empirical examples ofnarrative impact are presented in which specific fiction film scenes condense spectators’lives, identities, and beliefs. One conclusion is that spectators test the emotional realismof the narrative for greater significance, connecting diegetic fiction experiences with theirextra-diegetic world in their quest for meaning, self and identity. The ‘banal’ notion of themediatization of religion theory is questioned as unsatisfactory in the theoretical context ofindividualized meaning-making processes. As a semantically negatively charged concept, itis problematic when analyzing empirical examples of spectators’ use of fictional narratives, especially when trying to characterize the idiosyncratic and complex interplay betweenspectators’ fiction emotions and their testing of mediated narratives in an exercise to findmoral significance in extra-filmic life. Instead, vernacular meaning-making is proposed.

    Migration in China1998Collection/Antologi (Fagfellevurdert)
    Abstract [en]

Economic reform in China has led to an internal migration of people within the world's most populous nation on a scale never seen before. Since China's new industrial revolution began in the late 1970s, there has been a flow of tens of millions (perhaps even hundreds of millions) of surplus labour and their families moving from rural to urban areas. This phenomenon has been described in terms of both a blessing for China's economic growth and a threat against its social order.

Contributors to this edited volume look at the different aspects of internal Chinese migration. The volume also briefly introduces current research and gives pointers to methodological traps and misunderstandings that can occur in the field.

Constructing Singapore: Elitism, Ethnicity and the Nation-Building Project2011Bok (Fagfellevurdert)
    Abstract [en]

Singapore has few natural resources but, in a relatively short history, its economic and social development and transformation are nothing short of remarkable. Today Singapore is by far the most successful exemplar of material development in Southeast Asia and it often finds itself the envy of developed countries. Furthermore over the last three or four decades the ruling party has presided over the formation of a thriving community of Singaporeans who love and are proud of their country.

Nothing about these processes has been 'natural' in any sense of the word. Much of the country's investment in nation-building has in fact gone into the selection, training and formation of a ruling and administrative elite that reflects and will perpetuate its vision of the nation. The government ownership of the nation-building project, its micromanagement of everyday life and the role played by the elite are three fundamental elements in this complex and continuing process of construction of a natrion. The intense triangulation of these elements and the pace of change they produce make Singapore one of the most intriguing specimens of nation-building in the region.

In this critical study of the politics of ethnicity and elitism in Singapore, Barr and Skrbiš look inside the supposedly 'meritocratic' system, from nursery school to university and beyond, that produces Singapore's political and administrative elite. Focusing on two processes - elite formation and elite selection - they give primary attention to the role that etho-racial ascription plays in these processes but also consider the input of personal connections, personal power, class and gender. The result is a study revealing much about how Singapore's elite-led nation-building project has reached its current state whereby a Singaporean version of Chinese ethno-nationalism has overwhelmed the discourse on national and Singaporean identity.

The present article discusses the importance of the early years of mass communications in order to understand the shaping of them – the power of creating mass media for whole nations. It begins with references to scholars studying large nations and asks whether their results can be generalized to smaller countries. Therefore, it uses Norway as a case study. To what degree were Norway’s four major mass media – press, film, radio and television – formed institutionally in their early years? And if they were formed in this way, how long did the consequences of such a formation last? These questions have been neglected topics in research, so in order to answer them we also need to rethink the connections between the different media.

Harvesting Development: The Construction of Fresh Food Markets in Papua New Guinea2002Bok (Fagfellevurdert)
    Abstract [en]

This book addresses the global–local tension evident in much work on development issues, through the example of fresh food markets in Papua New Guinea. A key feature is the author’s skilful and inventive interweaving of theoretical constructs with a detailed ethnography of marketing networks, at the rural village and the urban market-place, as well as in the ‘spaces in between’.

The work shows the rural community not as an isolated universe, but as consisting of dynamic linkages and networks which extend way beyond the locality. At the same time, local actors with their own agendas and interpretations of the metanarrative of ‘development’ are shown to be crucially important for shaping the outcome of the market integration process.

This book is of relevance to geographers, anthropologists, sociologists and economists dealing with development issues. It is also an important read for Oceanianists/Melanesianists as it tackles processes and problems, which few ethnographers, who have worked in Papua New Guinea, have made their central concern. It is suitable for courses in development studies, geography and human ecology, and Oceanic studies, at advanced undergraduate or postgraduate level. While it deals with complex theoretical issues, it is written in a clear and accessible language. This makes the book a worthwhile read also for those outside of academia, for instance in government or international agencies, who work with rural development issues and design and monitor development projects.

Approaches to Political Commentary in Scandinavia: A Call for Textual, Evaluating Scholarship2015Inngår i: Nordicom Review, ISSN 1403-1108, E-ISSN 2001-5119, Vol. 36, nr 1, s. 5-18Artikkel i tidsskrift (Fagfellevurdert)
    Abstract [en]

Political commentary is a contested genre that has attracted a great deal of attention in the Scandinavian public debate, whereas the scholarly literature on it is still in an initial phase. In order to strengthen future research, the present paper suggests a two-dimensional matrix indexing the research on Scandinavian political commentary along the dimensions text/context and descriptive/evaluative. The matrix enables us to see more clearly what we already know and where we lack knowledge. It enables us to see how each category can be developed, the interplay among them, and the obvious lack of textual, evaluative ap-proaches. The author argues that a joint, cross-disciplinary engagement is necessary if we are to adequately understand the potentials and problems of political commentary.K
