    Abstract [en]

    What happens to Nordic mobility in a world of pandemic, lockdown, isolation, home offices and social distancing? Has the pandemic led us closer to a greener future, seeing that behavioural patterns may change almost overnight and automatically reducing our carbon footprints? Do Nordic businesses see new opportunities on the post-pandemic horizon, and what can be said about the role of Nordic cooperation in times of recovery and change?

    Changing frameworks such as the current pandemic, but also the climate crisis and technological advancements are creating both a great need and new possibilities for innovation. For these reasons, Nordic Innovation developed the Nordic Smart Mobility and Connectivity program that aims to help develop a more sustainable, integrated and connected transport system Nordic region while generating opportunities for Nordic businesses.

    We can now see that despite the sudden lockdowns, goods are still being transported across the globe and even the odd traveller, the infrastructure, is still in place and operating. The current pandemic has made us realize that without our mobility systems we would be much worse off. We also know that the pandemic is not here to stay, and that there are huge efforts being made across the Nordic countries to make something good and positive come out of the crisis.

    To showcase these efforts and to highlight the possibilities that collaboration across Nordic countries can bring, nine Nordic mobility projects co-financed by Nordic Innovation share their thoughts on the near future and their relevance in the post-pandemic era.

    Nordiska goda exempel på stöd till studenter med funktionsnedsättning under utbildningen och under övergången från utbildning till arbete.

    Artikel 24 i FN:s konvention om rättigheter för personer med funktionsnedsättning, som alla nordiska länder harundertecknat, betonar rätten till utbildning på lika villkor. Den nationella funktionshinderpolitiken i de nordiska länderna betonar betydelsen av att personer med funktionsnedsättning ska få stöd under utbildningsperioden och i samband med övergången från utbildning till arbete.

    Ett syfte med detta häfte är att ge inspiration och idéer till universitet och högskolor i Norden för att underlätta för studenter med funktionsnedsättning att delta i och genomföra en högre utbildning. Ett annat syfte är att uppmärksamma övergången från utbildning till arbete.

    The science systems in Russia and, even more so, the Baltic States have undergone radical change in the years following the break-up of the Soviet Union. Although this report does not aim to provide a thorough description of the Soviet science system1, it is nevertheless useful to give a very brief outline of the structures which Baltic and Russian policy-makers were confronting at the outset of systemic reforms in the early 1990s.

    Going Nordic – A NordForsk user survey: A survey among participants in NordForsk and NorFA networks and research training courses 1999-20052006Rapport (Övrig (populärvetenskap, debatt, mm))
    Abstract [en]

    This survey conducted among participants in Nordic research network and research training course activities in the 1999-2005 period shows that 90% of the project participants continue collaborating after Nordic funding has ended.

    One in five respondents have applied for EU funding as a direct result of the Nordic collaboration.

    More than half the activities included partners from the Baltic countries, 28% involved partners from Russia.

    Eight in ten would find it impossible to carry out their activity without the support fromNordForsk (or former NorFA).

    Most respondents find the application procedures clear and easily accessible. NordForsk is not perceived to be overly bureaucratic, and most people are satisfied with their communication with the responsible NordForsk staff.

    NABO – Social Inclusion of Youth in the Nordic Region: Comparison of the country reports2021Bok (Övrigt vetenskapligt)
    Abstract [en]

    NABO is a pan-Nordic project about the social inclusion of young persons in their respective societies. The project was launched under the Swedish presidency in the Nordic Council of Ministers 2018 and runs over the period 2018–2021. The project focuses on how youths talk about themselves and others in relation to five aspects of social inclusion – experiences of belonging, opportunities to influence, opportunities to participate, access to society’s resources and services and support from family and social networks. The Nabo-project have produced reports which shed light on how youth describe various aspects of social inclusion in all the Nordic countries and in Greenland, the Faroe Island and Åland. This is the comparison study of these eight reports.

    It is with great pleasure that this volume Opportunities for Media and Information Literacy in the Middle East and North Africa is presented as Yearbook 2016 from the International Clearinghouse on Children, Youth and Media, at Nordicom. The Yearbook is published in cooperation with UNESCO and UNAOC. Opportunities for Media and Information Literacy in the Middle East and North Africa is the seventeenth Yearbook published by the Clearinghouse and fills a gap in the existing body of literature about the progress of media and information literacy work in different parts of the world. We believe it is of particular interest to shed light on a region, the MENA region, where young citizens’ engagement with media has been in focus in news reporting all over the world in recent years and awareness of MIL competencies is gaining ground.

    •Companies need to transform and scale their business as a response to increased pressure from industry drivers, as well asunlocking new business opportunities in order to face climate changerelatedchallenges.

    •Circular economy and circular business models are about turning inefficiencies in linear value chains into business value. This playbook identifies key circular business models for the industry sub-sectors as well as key ecosystem actors to enable transformation across the value chain.

    •There are three stages a company typically needsto undergo on their transformation journey; explore & shape, attract & win, and scale and keep growing. This playbook focuseson the third stage and outlining the main challenges when scaling, which are related to people & culture, new collaborations, lack of transparency, and the sustainability organisation ownership.

    •The playbook is also describing the key enablers to fully transform and become a circular business; (a) focus on making one part of the business fully circular before scaling,(b) integrate data & technology in the entire transformation journey, (c) invest in the people and the organisation, and (d) have a dedicated transformation team.

    Abstract [en]

    In this chapter, I propose that the concept of affective dissonance is theoretically helpful to account for young people’s sentiments of digital disconnection. This proposal is empirically substantiated through an analysis of qualitative data from in-depth interviews with 17 Norwegian youths, based on the following question: How do young people react to invasive connected media? The findings illustrate that affective reactions to digital impulses appear to be an integrated part of young people’s daily management of digital connectivity. Although these experiences may lead to negative experiences, they do not necessarily lead to disconnection practices. From young people’s perspectives, digital disconnection not only involves being physically separated from connectivity but also encapsulates attitudinal shifts and mental distancing. Based on these findings, this chapter posits that disconnection is also an affective state that does not necessarily transform into action or practice, but is as much about the potentiality to act. This chapter thus recognises digital disconnection as a process based on youths’ perspectives, acknowledging its affective facet, and contributing to a broader conceptualisation of disconnectivity beyond acts and practices.

    Abstract [en]

    This report explores the potential of Urban Agriculture (UA) to enhance food security, improve resource efficiency, and promote smart, resilient, and circular cities.

    The discussion is framed within the scope of the Horizon 2020 project ‘Sino-European Innovative Green and Smart Cities’ (SiEUGreen) which explored different pathways to turn waste into resources for growing food in cities through the combination of different technologies. These technologies were tested in five showcases: Campus Ås, in Ås, Norway; World Gardens and Brabrand Fællesgartneriet community gardens in Aarhus, Denmark; Turunçlu greenhouse in Atakya, Turkey; Sanyuan Farm, in Beijing, and Futiancangjun residential area in Changsha, China. 

    The insights and knowledge gained with these showcases were the basis to discuss the barriers and drivers of UA in the transition to more sustainable and resilient circular cities, across five aspects (1) environmental, (2) technological, (3) economic, (4) social and cultural and (5) regulatory and institutional issues. The results suggest that city food provision and UA systems can be designed considering circular economy regenerative cycles, but it is important to promote local research that can highlight policy solutions to address context-related barriers and limitations.

    Among the main lessons learned across the different aspects, we highlight:

    • The need for more evidence-based research, clear monitoring tools and evaluation/assessment of the different UA typologies and their impact on the environment, society and economy;
    • The implementation of innovative technological developments that support and promote UA for reduce; reuse, recycle/recover resources require more experimentation, large-scale tests and validation both concerning their efficiency, positive environmental impacts, as well as economic viability;
    • The need for high investments, difficulties accessing financial support, underdeveloped business case for circular resource models, and limited recognition of the positive and indirect economic, environmental benefits of UA are among the main barriers that limit the uptake of agriculture in cities;
    • Despite the significant role UA can play in advancing a circular economy (e.g., by supporting sustainable local food systems, promoting community resilience and reducing waste), behaviour and cultural barriers were found to have a deep impact when fostering a closed-loop approach to UA, especially concerning overcoming prejudice against waste as a resource,
    • Local governance and public policy play a central role in framing and supporting UA (e.g., incentives, funding, regulatory frameworks) as a pathway that enables close loops in cities.

    Urban Agriculture for a Resilient Future2024Rapport (Övrigt vetenskapligt)
    Abstract [en]

    This report is the outcome of the project Urban Agriculture for a Resilient Future (FutureUA) financed by the Nordic Council of Ministers and implemented in 2023. In this final report, we discuss the future of urban agriculture across different themes, namely (1) cultivating change in connection with innovation and legislation, (2) cultivating community in connection with culture, and (3) cultivating knowledge in connection with education and science.  

    While the first theme reflects the potential of agriculture to occupy more space in cities and to be perceived as a desirable urban function through innovation and legislative support, the second theme focuses on the known benefits of urban agriculture for building community and fostering social inclusion. The third theme reflects the momentum urban agriculture is gaining in institutional education through the implementation of programmes that respond to the growing demand for systematic knowledge of urban agriculture at different qualification levels.  

    This report is primarily a presentation of seven urban agriculture initiatives that tell stories about how different actors have engaged with or support the practice of growing food in cities. The description of the cases was based on webinar discussions, interviews with the main stakeholders of each case, and study visits. These cases provide the context to show how different actors can engage in urban agriculture and food systems, as well as to discuss their challenges and opportunities and to draw lessons from their practices.   

    The report targets a broad and heterogeneous audience, including planners, entrepreneurs, academics, and the general public, who are interested and believe in the potential of urban agriculture to tackle many of the challenges we face today, such as the climate crises. After reading this report, the reader is expected to gain: 

    • A glimpse of the literature on the benefits and drawbacks of growing food in cities. 
    • An understanding of urban agriculture from different perspectives (e.g., municipalities, entrepreneurs, communities, educational institutions). 
    • An overview of opportunities and challenges for implementing agriculture in cities.  
    • Inspiration for alternative urban futures as the stories told in this report carry seeds for change that can assist transitioning our cities to more functional ecosystems.

    Abstract [en]

    Rapid urbanisation is one of today’s biggest global challenges. Nordic Sustainable Cities is a flagship project under the Nordic Prime Ministers’ initiative Nordic Solutions to Global Challenges that seeks to shed light on this challenge from a Nordic perspective.

    The White Paper on Nordic Sustainable Cities develops a narrative to describe the “Nordic Sustainable City”. It forms a basis for the knowledge sharing effort that will be carried out by Nordic Innovation, Nordregio’s sister institution under the Nordic Council of Ministers in 2018. This work aims to export Nordic stories as a means of branding the Nordic Region and contributing to global efforts towards urban sustainability.

    Green and healthy Nordic cities: How to plan, design, and manage health-promoting urban green space2024Rapport (Övrigt vetenskapligt)
    Abstract [en]

    This handbook is the culmination of the NORDGREEN project, which develops and implements smart planning and management solutions for well-designed, high-quality green spaces that promote health and well-being. Researchers and practitioners worked alongside one another in six Nordic cities: Aarhus (Denmark), Espoo and Ii (Finland), Stavanger (Norway), and Täby and Vilhelmina (Sweden). Together, the researchers and practitioners applied methods including GIS data analysis, statistical analysis, PPGIS surveys and analysis, policy document analysis, interviews, and evidence-based design models.

    The handbook uses an innovative framework based on the multi-disciplinary approach of the project, using epidemiological studies, environmental psychology, policy and management, and citizen participation. These fields of study and their respective methodologies are divided into the four so-called NORD components—NUMBERING, OBSERVING, REGULATING, and DESIGNING—which, accompanied by a BACKGROUND section reviewing the evidence linking green space and human health, form the bulk of the handbook.

    Some key take-away messages from these chapters include:

    • There is a fairly broad consensus that access to, and use of, natural and green areas have a positive influence on people’s health and well-being.
    • Both perceived and objective indicators for access to green space and for health are needed for making a more comprehensive evaluation for how people’s health is influenced by green space.
    • Citizens’ experiential, local knowledge is a vital component of urban planning, and PPGIS can offer practitioners the opportunity to gather map-based experiential knowledge to provide insights for planning, designing, and managing green spaces.
    • Alignment, both vertically across the political, tactical, and operational levels, as well as horizontally across departments, is critical for municipal organisations to foster health-promoting green spaces.
    • Evidence-based design models can provide important categories and qualities for diagnosing the gaps in existing green spaces and designing green spaces with different scales and scopes that respond to the various health and well-being needs of different people.

    Based on the research and lessons learned from the six case study cities, the handbook provides practitioners with a TOOLBOX of adaptable methods, models, and guidelines for delivering health-promoting green spaces to consider in their own contexts. By reading this handbook, planners and policymakers can expect to gain (1) a background on the evidence linking green spaces and health, practical tools for planning, designing, and managing green spaces, (2) tips from researchers regarding the challenges of using various methods, models, and guidelines for delivering health-promoting green space, and (3) inspiration on some success stories emerging from the Nordic Region in this area of study. The handbook covers a wide range of health and urban green space topics. Landscape architects will find evidence-based design models for enhancing existing green space design processes. Planners will find methods and guidelines for identifying, collecting, and analysing both qualitative and quantitative green space and health data from statistical databases, national citizen surveys, and map-based participatory surveys. And all practitioners will find guidelines for achieving programmatic alignment in their work for delivering health-promoting green space.

    Stadens grönområden har stor betydelse för människors hälsa och välbefinnande. De utgör också en viktig förutsättning för att skapa en robust och hälsofrämjande byggd miljö i ett förändrat klimat. I de nordiska länderna finns en mångfald av verktyg som kan användas för att stärka urbana ekosystemtjänster och biologisk mångfald i samhällsbyggnadsprocessen. I denna verktygslåda finner du nio av dessa verktyg. Här finns vägledningar, handböcker, guider och metoder som till exempel grönytefaktor, planering av grönstruktur, restaurering av natur, zonering och lokalt omhändertagande av dagvatten. Varje verktyg presenteras med syfte, målgrupp, resultat, vilka kompetenser som behövs för att kunna tillämpa det och i vilken skala det kan användas. Syftet med denna publikation är att främja planering, byggande och förvaltning av grönblåa strukturer och ekosystemtjänster i de nordiska länderna.

    Many Nordic non-state actors are taking voluntary action to contribute to global efforts to combat climate change, within and beyond their boundaries and value chains. Buying carbon credits from the voluntary carbon markets is one way to support climate change mitigation beyond the value chain. This report summarises key insights from a a series of Nordic capacity building events on best practices for the voluntary carbon market, in line with the results and recommendations of the Nordic Dialogue on Voluntary Compensation. It provides an overview of the latest international and national developments in the field and key issues discussed in the events.

The voluntary use of carbon credits is one way to support more, earlier and faster climate action than what would be possible with own emission reductions alone, if high environmental and social integrity is ensured. The Nordic Dialogue on Voluntary Compensation brought together Nordic stakeholders to co-create guidance for the robust voluntary use of carbon credits in line with the long-term goals of the Paris Agreement and the UN Sustainable Development Agenda. This report summarises Nordic perspectives on best practice for the voluntary use of carbon credits and related claims, and recommendations for further Nordic cooperation in this field.

    The report analyses the policy statements on Arctic issues released from 2010 by the EU institutions and the EU’s role-building in the Arctic political framework, notably the Arctic Council. It describes how the EU’s role in the Arctic is seen in strategies and policy papers of Member States, and reports on the EU’s relations with other Arctic actors, particularly indigenous peoples. It gives an overall view of the status of the main EU policies with relevance for the Arctic and identifies the main challenges the EU has to face for progressing to an integrated and coherent Arctic policy.

    Finnish Yleisradio (Yle) has been one of the most innovative public service broadcasters in Europe. The new tax-based funding system and broad remit have allowed the company to shift its focus from broadcast television and radio to online services without jeopardising its relevance or resources. Now Yle has set preconditions for the future availability of its online television in case digital terrestrial television (DTT) would be switched off and all ultra high frequencies reallocated. This is not because Yle would want to focus only on growing video audiences online, but because the Finnish spectrum policy favouring mobile industries could endanger Yle’s capability to fulfil its public service remit. We argue that Yle’s conditions for abandoning television broadcasting on DTT are so tight they might never be met by the Ministry of Transport and Communications. In this chapter, we also examine what consequences public service without broadcasting could have.

    What we in this volume call the “the digital backlash” covers a range of social and cultural practices of digital disconnection, as well as critiques of the impact of digital technologies and platforms in the world today. It thus includes a variety of overlapping and multifaceted changes and tendencies across societies, including digital disconnection, digital detox, the right to disconnect, media refusal, and what has been called “the techlash”. Hence, it can best be described as a kind of zeitgeist: a period in history in which the norms about digital behaviour, consumption, and habits are being questioned, and where the hype of the early digital era beginning in the 1990s is being challenged. In this introduction, we set the scene of the book by giving an overview of these tendencies and the history of digital critiques, serving to provide a framing for the chapters in the book.

    “The digital backlash” covers a range of social and cultural practices of digital disconnection, as well as critiques of the impact of digital technologies and platforms in the world today. Through calls for more restrictive, or more “mindful”, uses of digital technologies, “mobile-free” schools, work regulations along the lines of a “right to disconnect” framework, the rise of new entrepreneurs in the growing “digital detox” industry, as well as critiques of the role of Big Tech – society is deliberating on the stakes of the digital for the human condition.  The digital backlash can best be described as a kind of zeitgeist: a moment in history in which the norms about digital behaviour, consumption, and habits are being questioned, and where the early hype of the digital era beginning in the 1990s is being challenged. This edited volume offers a collection of empirical and theoretical analyses of the digital backlash as it manifests across national, institutional, and everyday contexts.  The  contributions span analyses of discourses and public debates around disconnection and the so-called techlash, the ambiguities and tensions of digital connectivity for work, labour, and productivity, the reordering of family and school life along with the perceived negative consequences of digital connectivity for the well-being of children and young people, as well as the playful and sometimes subversive recreational practices that people reinvent in search of authenticity as a response to all things digital. A distinct focus is placed on social practices and dilemmas related to new ways that people adapt to, appropriate, and push back against digital technologies in everyday life.

    The Nordic welfare model has received a lot of positive attention around the world.  High standard of living, small income disparities and substantial social mobility looks like a very attractive package. Moreover, sound public finances and strong emphasis on environmental sustainability suggest that today’s success has not been accomplished at the expense of future generations. But is there really a unique “Nordic Supermodel”, unshaken by the global economic crisis and capable of producing continuous high growth and world class welfare services when many developed economies struggle with the impacts of global competition and population ageing? This book shows that Nordic performance has not been quite as unique or uniform as often claimed. The recent global and European crisis and country specific shocks have affected also the Nordic countries, some of them very strongly. And there are as many variants of the Nordic model as there are Nordic countries. Going forward, also the Nordic countries will be challenged by ageing, globalisation and technological change, some more than the others. On the other hand many fundamentals remain strong in the Nordic countries, and, what is perhaps most important, the Nordics have proved themselves capable of adjusting.  Labour market practices, pension policies, and production of public services have been reformed to match new circumstances. Public policies have been aimed at creating new jobs and helping people in transition, not at protecting uncompetitive businesses. There is a strong, rational tradition of consensual policy making. Further reforms are needed, and some widening of income disparities may be inevitable. The message of the book is, however, that refocused and recalibrated in a realistic scale the Nordic model has good chances of thriving well into the future.

    Abstract [en]

    Food waste represents a multifaceted challenge that entails financial cost, severe environmental impact, risks to food security, and deepening social inequality. Throughout the region, young people are concerned about these challenges but at the same time waste a significant amount of food in their home. This shows an important attitude-behaviour gap influenced not only by young people, but also by the food system around them. These guidelines were written with the input by young people aged 18-26 from Nordic-Baltic region to identify situations when food is wasted and to find ways to help young households waste less food. Preparation of the guidelines allowed to crystalize priorities, identify best practice examples, and highlight specific recommendations for all stakeholders that young people would see as most helpful on their journey to reducing household food waste.

    The objective of this chapter is to describe and discuss some important political journalism development trends in Denmark, Finland, Norway, and Sweden. The term political journalism traditionally refers to news, commentaries, and other genres related to the coverage of political processes, institutions, and policy questions. It is, however, difficult to draw a clear dividing line between political news and other types of current affairs coverage. While political logic once dominated the discourses of political journalism, the emergence of the news media as an independent institution gave journalists a substantial definitional power and an ability to define the communicative rules of the game, but professional political sources quickly learned to exploit news media logics for their own aims and objectives. During the last decade, the growth of social media networks and the relative weakening of the legacy media has created a less stable situation for the negotiation of control between journalists and their sources.

    The purpose of this book is to spotlight the way in which political scandals in four Nordic countries have been launched, directed, dramatized and interpreted through different genres of journalism – in an interactive tug-of-war between editors and various political actors. News institutions help to build political careers – and to tear them down. A mediated scandalization process can make the path from power to powerlessness, from a top position to exclusion, very short. A number of questions are discussed: How important are the norm violations that have led to political scandals? Have the types of scandals changed over time? How may rivals and political opponents use mediated scandals? Are character assassination and demonization typical traits of a scandalization process? Are male and female politicians treated differently? Scandalous! is based on case studies and content analyses of mediated political scandals in Denmark, Finland, Norway and Sweden, including an analysis of the frequencies, types, characteristics and consequences of national political scandals during the period 1980–2010.

    During the Covid-19 pandemic, public campaigns were an important part of the Scandinavian health authorities’ strategies to combat the spread of the virus. Denmark, Norway, and Sweden had different strategies to manage the crisis: Denmark had the most political crisis management, Sweden the most informational, and Norway was placed somewhere in between. This chapter examines how public risk and crisis communication during a pandemic was handled in these campaigns in the Scandinavian countries, how they function as a governance technology, and how this was carried out rhetorically. We show how indirect, governmental steering dominated the campaign rhetoric in Scandinavia, through a focus on the culturally decided aspects of purity and danger, and through appeal to a sense of personal responsibility and willingness to avoid taking risks among the citizenry. Furthermore, we find that the campaigns are representative for the crisis management strategy in each country.

In this collaborative project, funded by the Nordic Council of Ministers, researchers from the five Nordic countries have studied how the ongoing transformations of production and labour markets associated with digitalization, demographic change and new forms of employment will influence the future of work in the Nordic countries.

    This article explores how media teachers’ self-images, positionings and interpretative rep-ertoires inform educational practices in media education. Media education is viewed as a critical element of 21st century learning. However, we have very little knowledge of the im-plementers of this critical element, the media teachers. Based on a thematic literature review of historical positions of the Nordic media teacher, and supported by national survey data on the media teachers’ backgrounds, motivations and practices (n=383), the subject is explored through focus groups and individual interviews with media teachers at two case schools in upper secondary media education in Norway. The findings suggest that there are different and conflicting understandings about being media teachers, resulting in different educational practices with wider implications for the future implementation of media education.

    In this chapter, I examine how digital (dis)connection intertwines with andrelates to care in the practices of parents living in Denmark. I ask the following questions: How do parents strive to care for their children with and without digital technologies? And what can feminist care perspectives do for theories of disconnection? This chapter is based on 20 in-depth interviews with parents of children aged 0–12. Parents’ experiences demonstrate how digital technologies can help create both the preconditions and the context for care. The use of technology does not come without tension, however, as parents perceive that it can also interfere with an active good life and compete for their attention. Taken together, parents’ practices and discourses of (dis)connection offer insight into the moral imperatives surrounding digital media use in the family.

    This Fast Track publication is a collection of policy brief articles written by Nordic researchers participating in collaborative projects funded by NordForsk or Nordic Energy Research. NordForsk is aiming for this publication to contribute relevant and up-to-date research-based knowledge that facilitates the analysis of the challenges and opportunities of Nordic co-operation in the coming years. The articles are original and written in April and May 2023 in response to a NordForsk call for policy brief articles to invited researchers and research groups.

    The 33 articles in this publication are broadly divided into three chapters. The challenges, opportunities, and consequences of digitalisation in our societies are discussed in the first, followed by the natural environment, climate, green energy, the bioeconomy, and healthy food systems of the Nordic Region in the second. The third and final chapter comprises articles debating the Nordic Region and relations with neighbouring countries, including research on migration, integration and how to preserve and promote safe and healthy Nordic welfare societies.

    The papers provide status overviews, descriptions of opportunities and obstacles, and ambitious recommendations for Nordic co-operation and how the vision can be delivered by 2030.

Analyserne viser, at udfordringer, muligheder og styringsbehov mht. outdoorturisme i de fem områder er forskellige. Projektet anbefaler, at organisationer og myndigheder i de fem områder organiserer egne processer, der klargør, hvordan man skal arbejde med bæredygtighed i forhold til outdoorturisme. Det anbefales også, at Nordisk Ministerråd tager stilling til, om der under det nordiske Svanemærke kan oprettes en ny produktkategori for turismeservices.

Although national policies were broadly similar, they also differed in many respects. Given that some enjoyed greater success than others, comparing different policies and their effects may yield valuable lessons for the future.

    The Nordic countries weathered the pandemic relatively well compared to most other high-income countries, both in terms of public health and economic repercussions. Infection and excess mortality rates were comparatively low in the Nordic Region, except in Sweden, where they relied more on recommendations and guidelines than mandatory measures to contain the spread of the virus. The fall in GDP was also comparatively small and short-lived in all the countries except Iceland, where tourism plays a more prominent role in the economy.

    Nordic Economic Policy Review (NEPR) aims to convey policy-relevant, up to date research on different economic issues. The review produces one issue per year, each time with a new topic and researchers. NEPR strives to make the latest economic research accessible to both decision-makers and a broader audience, as well as to contribute to Nordic knowledge exchange on economic policy issues and challenges.

    Abstract [en]

    All the Nordic countries have high rates of female employment and are often ranked among the most gender-equal countries in the world. Nevertheless, there exists a gap between women’s and men’s pensions in all these countries. The size of the gender pension gap varies considerably between 28% in Sweden and 5% in Iceland. The report offers knowledge about how pension systems’ design impacts the gender pension gap and provides examples of how the gap can be reduced. Data describing the gender pension gap and the gap in contributions and pension wealth have been collected from state agencies and research institutes in the Nordic countries for 2019. The report is part of a collaboration between the Swedish Women’s Lobby (SWL), the Finnish women´s rights organization NYTKIS and The United Federation of Workers in Denmark 3F and is funded by the Nordic Gender Equality Fund.

    All of the Nordic countries have similar introduction programmes for newly arrived refugees and family migrants. Greater attention is now being paid to the question of which type of activities works best for this group. The programmes typically include language training, courses in civic orientation and activities related to the labour market. Previous research indicates that subsidised private-sector employment is the most effective form of labour-market programme and that there is potential for increasing its use among immigrants. The policy brief is produced by Nordregio on behalf of the Nordic Welfare Centre and the project Nordic collaboration for integration.     This chapter introduces rurality-TV as a genre, and we discuss how public service media, through this genre, contributes to symbolically resolving tensions between the rural and the urban, and we address processes of mobility and urbanisation in the Nordics. Three popular reality-TV programmes depicting rural life are analysed: Bonderøven [loosely translated as The Hillbilly], later known as Frank & Kastaniegaarden (DR), Hjälp vi har köpt en bondgård! [Help we have bought a farm!] (SVT), and Oppfinneren [The Inventor] (NRK). These are approached through three questions: What constitutes public service rurality-TV as a genre in terms of form and content? What values are negotiated in the programmes? How can we understand rurality-TV in the context of public service broadcasting in the media welfare state?

    Validation has become a central element in educational policies around the world. In the Nordic countries validation has been practiced especially in the vocational education and training sector (VET) for the past 15–20 years.

    This report explores the question of quality in validation, first by introducing the concept in general and secondly in detail by describing the Nordic Model for quality in validation. The researchers were testing the Model in VET institutions in a project coordinated by the Nordic Network on Adult Learning (NVL). Findings from the interactive research are presented from a sample of three colleges situated in Denmark, Finland and Sweden. The Nordic Model can be seen as a structured way to assess the current situation in validation at an institutional level and to identify areas of development. The research does not focus on the quality itself, but on the process of quality work and the process in the cases. In conclusion, the work with the cases speaks for the usefulness of the Nordic Quality Model for validation as a comprehensive structure for developing the validation system in vocational education and training.

    Ongoing digitalization has fundamentally transformed the entire media landscape, not least the domain of news. The blurring of previously sharp distinctions between production, distribution and consumption have challenged the established news industry and brought into question long-held assumptions of what journalism is or should be, who is a journalist and how we define, consume and use “news”. This anthology aims to shed light on the implications of these transformations for young people in the Nordic and Baltic countries. It focuses on three themes: youth participating in news and information production; news production by established media organizations and novel information providers aimed at children and youth; news use among youth. Taken together, the chapters illustrate the complexity of news use among youth and offer some rather different examples of strategies that news organizations might consider for reaching young people with news – or involving them in the production of news. Furthermore, the book might serve as a basis for reflecting on the urgent, but cumbersome, area of media and information literacy in these media saturated times.  

    Youth and News in a Digital Media Environment consists of contributions from Norway, Denmark, Finland, Sweden and Estonia, written by scholars and people working in the media industry. The target audience of this book is students, professionals and researchers working in the field of journalism, media and communication studies, children and youth studies, media and information literacy and digital civic literacy.

Det har starkt påverkat både individer och samhällen i de nordiska samhällena. Denna rapport diskuterar de politiska beslut som ligger bakom att kvinnor i de nordiska länderna i så hög grad lönearbetar jämfört med andra länder. Den innehåller också en beräkning vad utvecklingen har betytt ekonomiskt för de nordiska samhällena, samt vad det skulle innebära om vi lyckas utjämna skillnaderna ytterligare fram till år 2040.
