Den här rapporten är resultatet av en kartläggning av hurdan kunskap det finns i Norden och de självstyrande områdena om jämställdhet och kön i förskolan. Den beskriver lagstiftningen och styrdokumenten, studier, praktiska exempel från förskolor, organisationer och kommuner och presenterar verktyg som utvecklats för att främja jämställdhet i förskolan i de olika länderna.

    Abstract [en]

    In this essay, I read Arundhati Roy’s The God of Small Things as a melodrama in order to explore the relationship between the subaltern and the world of everyday life. I draw upon Spivak’s conception of the subaltern, her lack of voice and location within both everyday life and the narrative of history. I argue that the main character, Ammu—not speaking the language of everyday life, yet desperately desiring to express herself—is forced to resort to melodramatics, bolstering her incomprehensibility and leaving her even more isolated. I discuss the relationship between post-colonial studies, melodrama, everyday language, skepticism, innocence and knowledge, representations, and the subaltern’s opportunity to regain her voice in order to tell her own story.

    Abstract [en]

    Over the 15 past years, leakages of millions of plastic biocarriers - supports for bacterial growth used in certain types of Wastewater Treatment Plants have been reported in riverine and marine environments. In most cases, the biocarriers are not recovered, contributing to the issue of global plastic pollution. The objective of this report is to develop guidelines for the safe management of biocarriers based on proven-effective existing technical solutions and management measures, with the overarching goal of preventing releases of biocarriers in the marine and riverine environments. A holistic approach, encompassing every step of the biocarriers’ life cycle, helped to identify possible improvements in production, transportation, storage, engineering, facility operation, and biocarrier disposal.

    Mapping Cultural Nationalism: The Scholars of the Burma Society, 1910-19352018 (uppl. 1st)Bok (Refereegranskat)
    Abstract [en]

    Despite the proscription of public political debates under colonial rule in Burma, boundary-crossing ventures like the Burma Research Society (founded in 1910) allowed those from different racial and cultural backgrounds to engage in debates about national belonging and identity. At the same time their scholarship generated new historical and cultural knowledge. Such social and intellectual interactions sowed the seeds of nascent nationalism in Burma, not least a unifying Burmano-Buddhist hegemony as promoted by BRS members like J.S. Furnivall and his circle. This was contested by the regional nationalism of San Shwe Bu, with Leslie Fernandes Taylor also warning of the consequences of neglecting the ethnic and linguistic diversity of Burma’s many races. With the rise of Rangoon University and popular culture and militant nationalism coming to dominate the social and political landscape by the mid-1930s, the influence of the BRS began to wane. This detailed study of the BRS and its membership, together with an analysis of its published output, contextualizes the Society within its metropolitan and regional setting, as well as drawing on a broader, transnational intellectual landscape. This timely work on the Society’s intellectual legacy has the potential to inform current debates in Myanmar at a time when the activities of ultra-nationalist groups threaten other religions and ethnicities’ rights as citizens.

    Abstract [en]

    Why is it that warfare in Southeast Asian history is depicted so differently in various historical sources and representations? Why have scholars looking at different countries found so many exceptions to regional overviews of warfare? The present volume seeks to present a new approach to the study of warfare in the region by abandoning the generalizations made in the conventional literature. The contributors offer a range of new studies of warfare in local areas within the region, looking at warfare on its own, local terms rather than for what it says about warfare in the region as a whole.   This approach for the first time submits Southeast Asia to comparative analysis in a way that avoids artificial and misleading regional attributes. The varied case studies, researched and written by a number of experts of local warfare within the region include naval warfare eighteenth century Vietnam, civil war in South Sulawesi during the Pénéki War, the art and texts of war in Burmese warfare, modes of warfare in precolonial Bali, war captive taking in Thailand, and kinship, religion, and war in late eighteenth century Maguindanao, and preparations for war in the Pacific rimlands. The volume makes an important contribution to the new literature emerging on the culture of indigenous warfare in North and South America, Africa, South Asia, the Middle East, and the Pacific Islands, by offering a new and robust Southeast Asian entry on the one hand while adding to a new approach to the growing literature on early modern Southeast Asia warfare.

    De fysiske biblioteker i Norden ligner hinanden og alle andre biblioteker i Europa, men deres løsninger for digitalt udlån er vidt forskellige. Det spænder fra Danmarks ”eReolen,” der har 9,2 mio. udlån om året til Island, der ikke har en digital udlånstjeneste. De store forskelle skyldes til dels, at bibliotekerne ikke har digitale udlånsrettigheder, som de har fysiske ditto, og derfor bliver de nationale løsninger underlagt lokale prioriteter og markedslogikker frem for internationalt standardiserede løsninger. Der er et hul i bibliotekernes digitale litteraturlevering på tværs af de nordiske lande og sprog, således at de nordiske borgere afskæres fra at kunne låne digitale titler fra andre nordiske lande.

    Charismatic Monks of Lanna Buddhism2017Bok (Refereegranskat)
    Abstract [en]

    Lanna Buddhism is a variant of Theravada Buddhism that evolved between the 13th and 16th centuries in northern Thailand and spread to neighbouring areas of the Upper Mekong region. A salient feature is the belief in charismatic monks, some of whom are renowned for their asceticism, supernatural powers and strivings to recreate a utopian ‘Buddha-land’. Issues highlighted in the book are the relationship of these charismatic monks to the state and state-controlled monkhood (sangha), the tendency for religious construction to spill over into economic development activities, and the diversity of lowland and highland devotional communities from Thailand and Myanmar.

    The book also explores contemporary influences on this religious tradition: the continuing marginalization of highland minorities and consequent devotion to messianic leaders, the incorporation for Lanna holy men into a national constellation of popular charismatic monks, the commercialization of Buddhism, and the patronage of wealthy urban elites.

    Charismatic Monks of Lanna Buddhism will appeal to scholars within the fields of Buddhist studies, Thai studies and the anthropology of religion as well as to those with an interest in the study of contemporary religious change in Thailand.

In this report, we present a narrative for the Nordic Baukultur, a vision of how the Nordic built environment could be truly sustainable and work for the best of the planet and people. The vision and its five principles stem from Nordic culture and heritage, and lean towards the future.

    Ever since the emergence of the so-called J-horror in the late 1990s and early 21st century, Japanese horror cinema has been a staple of both Japanese studies and film studies. Researchers, critics and film directors alike have been keen to observe and analyze the popularity and roots of the phenomenon. While many previous studies work extremely well on a detailed case-study level, there are many moments of confusion related to the general understanding of what horror actually is. My aim in this essay is to point out the various contradictions and differing opinions and, ultimately, to propose that we take an alternative outlook altogether. I suggest we approach the subject matter from the viewpoint of the fantastic, which I see as a mode visible in various genres including but not limited to, horror. This will position Japanese horror cinema as one element within the long tradition of fantastic representations in Japanese (popular) culture, both offering a new approach to old works and introducing new works as interesting analyzable content.

Der er også usikkerhed omkring, hvordan begrebet kan operationaliseres i praksis. Fortolkningerne af begrebet og dets betydning varierer fra sektor til sektor inden for det nordiske samarbejde såvel som fra person til person.

    Sprogpolitik er blevet et hot emne på de nordiske universiteter. Det skyldes først og fremmest at brugen af engelsk har bredt sig til snart sagt alle områder, og at det i sig selv kalder på bevidst og informeret stillingtagen. I denne bog kan man finde materialer til at planlægge, iværksætte, evaluere og ændre et universitets sprogpolitik, særlig hvornår man bør bruge hvilket sprog og hvilke virkninger det kan have. Bogen er skrevet på tre nordiske sprog, dansk, svensk og norsk. Den kan således læses af alle i Norden. Hovedstammen i bogen er de såkaldte landerapporter hvor forholdene i de fem nordiske stater belyses så grundigt som det foreliggende datamateriale tillader det. Alle landerapporter forholder sig til fire fokuspunkter: formulerede sprogpolitikker, sprogvalg i publikationer, sprogvalg i uddannelserne og internationalisering af disse i form af studerende (og ansatte) fra andre lande end de nordiske. Men herudover findes der en generel sprogpolitisk indledning og en gennemgang af hvilke forhold man skal tage hensyn til når man vælger undervisningssprog. Alle bogens elementer kan læses selvstændigt og vil også kunne findes som selvstændige publikationer.

    De nordiske landene gjennomfører tiltak for å redusere effekten av klimaendringene og skape et mer bærekraftig samfunn. Målet med dette prosjektet har vært å vurdere hvordan kulturarven kan påvirkes av disse tiltakene, vise gode eksempler på klimatilpasningstiltak og peke på eventuelle behov. Prosjektet bidrar til forståelse av ulike klimatilpasningstiltak, slik at myndighetenes planlegging i større grad kan omfatte helhetlige vurderinger av tiltakenes påvirkning på kulturarven. Generelt bidrar prosjektet til en økt forståelse av kulturarvens sårbarhet, og legger grunnlag for økt beskyttelse av den nordiske kulturarven i et endret klima og en verden som gjennomgår et grønt skifte. Prosjektet har tatt utgangspunkt i eksisterende kunnskap i Danmark, Norge, Island og Sverige, og det omfatter klimatiltak som påvirker kulturarven både fysisk, indirekte og visuelt.

    It is well-recognized in historical scholarship that in both Japan and the West, expositions were an important site for the dissemination of colonial propaganda in the decades surrounding the turn of the twentieth century. Nevertheless, the question of how colonial themes were perceived and understood by visitors to these events remains largely unanswered in this literature. Through an examination of the Colonization Exposition [Takushoku hakurankai] that was held in Tokyo in 1912, this essay reflects on the question of audience reception, or how media texts both influence and are interpreted by their consumers. Using a previously unexamined contemporary magazine article that describes visitor reactions, it argues that the messages that the organizers of this exposition intended to send were interpreted in diverse ways by the viewing public, ranging from acceptance to rejection. The discussion centers on notions of dignified public education, human exhibits and the methodological difficulties involved in determining media reception from historical documents.

    Abstract [en]

    Many recent works on Muslim societies have pointed to the development of ‘de-culturalization’ and ‘purification’ of Islamic practices. Instead, by exploring architectural designs, preaching activities, cultural celebrations, social participations and everyday practices, this book describes and analyses the formation and contestation of Chinese Muslim cultural identities in today’s Indonesia. Chinese Muslim leaders strategically promote their unique identities by rearticulating their histories and cultivating ties with Muslims in China. Yet, their intentional mixing of Chineseness and Islam does not reflect all aspects of the multilayered and multifaceted identities of ordinary Chinese Muslims – there is not a single ‘Chinese way of being Muslim’ in Indonesia. Moreover, the assertion of Chinese identity and Islamic religiosity does not necessarily imply racial segregation and religious exclusion, but can act against them.      The study thus helps us to understand better the cultural politics of Muslim and Chinese identities in Indonesia, and gives insights into the possibilities and limitations of ethnic and religious cosmopolitanism in contemporary societies.

    A Nordic approach to food safety risk management of seaweed for use as food: Current status and basis for future work2023Bok (Övrigt vetenskapligt)
    Abstract [en]

    Interest in using seaweed as food is growing in Nordic countries and in other countries in Europe. Seaweed is the biggest aquaculture product in the world, yet there are still no international standards on food safety, such as Codex standards or guidelines or EU legislation on for seaweed. In Europe there is limited experience of using seaweed, and little is known about potential risks and benefits to human health when it is consumed. Guidance is needed for both producers and public agencies to ensure food safety. A common Nordic approach is called for, in view of the differences globally and within Europe. The scope of this report covers food safety aspects of seaweed with the main focus on chemical and microbiological food hazards.

    Nordic national cultural history museums are linked with Arctic societies due to the shared heritage of substantial museum collections. We share concerns to re-vitalize, preserve and exchange knowledge on this heritage. Thanks to a grant from NMR’s The Nordic region and its neighbors to the west the National Museum (DK) in partnership with the Museum of Cultural History (NO) in 2017-19 successfully executed the project Arctic heritage in Nordic museums. Strengthening Arctic efforts in Nordic national museums. This volume presents recommendations within the project’s three major fields:

    Urban sprawl brings about considerable changes in the peripheral areas of the city. Rich in many vegetation types, mangrove forests, and agricultural plots, Bang Krachao is one of the largest remaining green areas in the proximity of Bangkok. This area is currently under threat as Bangkok’s urban sprawl has not gone without effect in Bang Krachao: green areas are diminishing due to an increased developmental interest in the area together with a growing number of residents. This essay examines the role of the agricultural sector in persevering the remaining green spaces by employing a SWOT-analysis. Findings show that despite a number of weaknesses and threats, there are several important opportunities the sector can capitalize on. Corresponding initiatives are suggested that help to preserve the remaining green spaces and at the same time enhance Bang Krachao’s agriculture sector. Without new initiatives to reverse urban sprawl, it is likely that the ‘green lung of Bangkok’ will be filled with more concrete and asphalt.

    I denna promemoria och tekniska rapport sammanställer Kulturanalys Norden en genomgång av teaterstatistik i de nordiska länderna. Vi tar vår utgångspunkt i tabell Cult15 som redovisas i Nordic Statistics Database (NSD). I publikationen redovisar vi även förutsättningarna för en fortsatt harmonisering av standarder för statistiken.

    Att främja en långsiktig och systematisk samordning av nordisk kulturstatistik är en prioriterad uppgift för Kulturanalys Norden. Vi tittar bland annat på vad som räknas in i de olika områdena, hur de är definierade och hur frekvent och vid vilka tidpunkter man samlar in statistiken. Detta är den femte rapporten i serien. Sedan tidigare har vi utrett statistikområdena offentliga kulturutgifter, sysselsättning inom kultursektorn, bibliotek, film samt museer.

    Publikationen är utgiven av Kulturanalys Norden på uppdrag av Nordiska ministerrådet.

    The creative and cultural industries (CCIs) have recently been debated widely, and access to finance has been at the forefront. This KreaNord report, created in 2012, maps the Nordic CCIs’ financial environment, and shows that the environment is facilitating the same access to corporate finance for CCIs as for other sectors. However, the supply of project finance requested by CCIs, is rare/non-existing, and mostly provided as debt. This report concludes the findings as market failure in supply of debt instruments for CCIs, and recommends a development process be initiated.

    Republished in 2015 following the end of KreaNord, the Nordic Council of Ministers’ initiative on cultural and creative industries (2008–2015).

    Network funding forms part of the Nordic-Baltic Mobility Programme for Culture, which aims to enhance cultural and artistic collaboration in the Nordic and Baltic countries by funding travel, networking, and residential activities. Network funding provides a platform for co-operation and thus the exchange of ideas and knowledge between professional artists and cultural practitioners in the Nordic and Baltic regions.

    This study on the effects of Network funding was commissioned by Nordic Culture Point in the spring of 2018 in order to gain insight into the long-term effects of funding and to examine its results for professional artists and cultural practitioners in the Nordic and Baltic countries. Data for the analysis was obtained through both qualitative and quantitative methods.

    The results show that networking is beneficial not only for its own sake, but also for the professional development of the recipients and the entire artistic or cultural field that they represent. Network funding is perceived as valuable amongst professional artists and cultural practitioners.

    In recent years, various studies have taken on the task of examining history education in Mainland China. However, within this field of study there has been a tendency not to include classroom observations as empirical data on the grounds that history classes in China are so heavily dictated by curriculum stipulations that it is sufficient to analyze the textbook material in order to understand Chinese history education. In this article, I present research results which refute this statement and show that there are differences to be found between the content of the textbook and the reality of classroom sessions in China. Based on four months of classroom observations in China, I present how historical conflicts play a much larger and more profound role in the narration of the Chinese past in the classroom than in the textbook. Furthermore, I demonstrate how my observations show that conflicts other than the struggle with Western imperialism are emphasized in class – most notably the Cultural Revolution – which indicates that the narration of the past in Chinese history classes is about more than promoting anti-Western sentiment and presenting a grand narrative of ‘national humiliation’ to the students.

    In this research anthology on public subsidy systems for culture in the Nordic region, researchers from each Nordic country contribute with a chapter on the status and challenges of public subsidy systems for culture in their particular country. In addition, a former civil servant with the Nordic Council of Ministers provides descriptions of Nordic co-operation grants for culture, as well as grants in the Faroe Islands, Greenland, and Åland. While the authors have chosen which issues to focus on in their respective chapters, all in one way or another concern themselves with the question of how Nordic welfare policies are reflected in Nordic cultural policies.

    The research anthology has been produced by Kulturanalys Norden and edited by Sakarias Sokka, senior researcher at CUPORE.

    The Nordic Council of Ministers commissioned the Nordic Institute for Studies in Innovation, Research and Education (NIFU) to conduct an evaluation of the Nordplus Framework Programme and of the Nordplus Nordic Languages and Culture Programme for the period 2008-2011.

    Nordplus is the Nordic Council of Ministers' largest education programme in the field of lifelong learning. The programmes consist of the Nordplus Framework Programme, in which the Baltic states of Estonia, Latvia and Lithuania since 2008 have participated on an equal footing with the five Nordic countries Norway, Sweden, Denmark, Iceland and Finland and the three autonomous territories Greenland, the Faroe Islands and Åland Isles. The Nordplus Framework Programme includes the three sectoral programmes: Nordplus Junior, Nordplus Higher Education and Nordplus Adult, as well as the inter-sectoral programme Nordplus Horizontal. Nordplus Nordic Languages and Culture, in which only the Nordic countries take part, is also associated with the Framework Programme.

    The aim of the evaluation was to provide basis for a possible continuation of the programmes after 2011, as well as to assess the need for changes. Key questions covered by the evaluation include:

    • How have the programmes functioned during the period, including the structure and the programme committees?
    • What results have been achieved in relation to the overall objectives of the new programmes?
    • To what extent has the integration of the Baltic States been successful?
    • How has the profiling, dissemination and follow-up of experiences and results from the programme been implemented?
    • How has the administration of the programmes functioned including the online application and reporting system (ARS)?

    The report identifies three possible scenarios for Nordplus and puts forward tangible proposals for changes in the programme.

    This paper explores the challenge of finding common ground between the Finns and the Chinese in the context of co-operation, trade and inward investment facilitation related to general lack of specific interest displayed by the Chinese. The article is ethnographic in nature and is mainly based on data obtained from interviewing individuals working for local governments in Finland and one of the state agencies responsible for attracting foreign investment. The study uses Speech Codes Theory (Philipsen, 1997) when analyzing the cultural aspects of expectations regarding communication between Chinese and Finns. According to interviewees, lack of serious interest, vague government guidelines, the longer time needed to build relationship, and involvement of intermediaries all contribute to the difficulty to move the discussions to a more specific level of focus. Finnish expectations regarding this type of communication are that it should be direct and task-oriented, because they feel pressure to yield real results quickly and efficiently. Suggested strategies to make the co-operation talks more specific are presenting the expertise areas of Finland, clarification regarding too general terms used by the Chinese, and investing into building personal relationships with them.

    This article explores humor and laughter as sites of the search for common ground and power positioning in the context of Finnish-Chinese co-operation. It is mainly based on data obtained by interviewing individuals who work in Finland either for local government or one of the state agencies responsible for attracting foreign investment. The study uses positioning theory by Harré (1991) and politeness theory by Brown and Levinson (1987) when analyzing expressions of humor between the Finns and the Chinese. Humor and laughter are seen as integral to co-operation and at times can assist in finding common ground and improving the atmosphere at meetings. At the same time, perceived differences in the sense of humor and the complexities of Chinese ‘face’ may render the use of humor during negotiations difficult. According to the interviews, both nationalities make adjustments in their humorous expressions for the sake of co-operation. However, in some situations, power positioning and autonomy are also asserted.

    Nordiska ministerrådet ska årligen redogöra för Nordiska rådet om sitt arbete med att integrera ett jämställdhetsperspektiv i verksamheten. Denna redogörelse beskriver hur arbetet sett ut sett till alla sektorer och speglar en i stort positiv bild av Nordiska ministerrådets arbete med integrering. Flera sektorer arbetar under perioden med frågor som handlar om att stärka jämställdheten i arbetslivet, utbildningssystemet och i den gröna omställningen. Det speglar också initiativ med rättighets- och likabehandlingsfokus, exempelvis för LGBTI-personer. Samtidigt efterlyser en majoritet av alla sektorer mer statistik och kunskap om jämställdhet inom sitt arbetsfält och sektorernas redovisningar varierar i omfattning och detaljeringsgrad. Det är därför viktigt att fortsatt säkerställa en jämställdhetsintegrering som görs och redovisas på ett likvärdigt sätt inom hela Nordiska ministerrådet.
