    Abstract [en]

    The current report is an update of the reports on Legislation on biotechnology in the Nordic countries published annually since 2014. Given the clear need for such overviews, the Nordic Committee on Bioethics decided to update the tables to reflect recent legal amendments. The aim of this report is to give the reader information on the current status in the different countries and a chance to compare the legal situation.

    Sixteen important areas of biotechnology have been chosen for this overview:

    • Assisted reproduction
    • Preimplantation genetic diagnosis (PGD)
    • Preimplantation genetic screening (PGS)
    • Abortion
    • Prenatal Diagnosis and/or screening

The aim of this report is to give the reader information of the current status in the different countries and a chance to compare the legal situations.     Norden i samlet kamp mod antimikrobiel resistens: 12 konkrete tiltag. En hvidbog indeholdende forslag til nye nordiske initiativer2017Annet (Annet (populærvitenskap, debatt, mm))
    Abstract [da]

    I dag er antibiotika et middel, man i mange sektorer tager for givet, uagtet om man som patient bliver behandlet for en lungebetændelse, eller man som landmand giver sin svinebesætning antibiotika for at slå diverse sygdomme ned. Sådan har det imidlertid ikke altid været, og sådan bliver det ikke med at være hvis udviklingen av antimikrobiel resistens (AMR) for lov til at forsætte.

     En eskalerende og signifikant stigning i forbruget af antibiotika har resulteret i, at verden står overfor voksende udfordringer med resistente bakterier og mikrober indenfor mange forskellige områder. Hvis der ikke bliver truffet de rigtige politiske beslutninger i dag, kan det gå gruelig galt inden for de kommende årtier. Årlig dør knapt 1 million mennesker pga. antimikrobiel resistens og en prognose viser at årlige dødsfald vil øges til 10 millioner mennesker årlig inden 2050. 

     Rapporten ”12 konkrete tiltag” bygger på høringen ”Man dør vel ikke af lungebetændelse…?”, som blev afholdt den 6. december 2016, på Christiansborg i København, på opfordring af det danske formandskab for Nordisk Råds præsidium og rådets præsident, Henrik Dam Kristensen. Under høringen deltog tilmeldte fra alle de fem nordiske land og de relevante fagmiljøer. Rapporten beskriver en strategien med 7 overordnede mål som følges op med 12 kvalificerede og fagligt funderede rekommandationer, som viser, hvordan en politisk strategi kan oversættes til håndfaste tiltag. Nordisk råd har stillet sig bag forslagene og rekommanderer Nordisk ministerråd at igangsætte initiativerne.

    Nordic biobanks and registers: A basis for innovative research on health and welfare2017Rapport (Annet (populærvitenskap, debatt, mm))
    Abstract [en]

    The report describes a knowledge base for cross-border development of research that uses Nordic registers, biobanks and clinical studies, and offers suggestions for policy implications. Separate reports are provided on the Nordic Trial Alliance (NTA), the Nordic eScience Action Plan 2.0 and Open Access to research data from a Nordic perspective.

    This report focuses on registers and biobanks as research infrastructures for innovative research on health and welfare. The Nordic countries have very similar and unique healthcare and welfare systems. The personal identification number (PIN) for each citizen makes it possible to carry out longitudinal research and research based on a combination of health registers (e.g. healthcare data, biobanks, register on the prevalence of different diseases and causes of death) and social registers (e.g. education, employment, migration, gender representation in democratic decision-making). In contrast to the rest of the world, the Nordic countries have very long time series at the population level, considered to be a unique “goldmine” for research. The proposed longitudinal data infrastructure is particularly well suited to studying changes in the Nordic welfare model over time and for setting up a unique basis for personalised medicine/precision medicine that could guide medical practice in real time, including social and behavioural aspects.

    Nordic co-operation on combating antimicrobial resistance: 12 initiatives. A white paper outlining new Nordic initiatives2017Annet (Annet (populærvitenskap, debatt, mm))
    Abstract [en]

    Whether it is a doctor treating a patient for pneumonia, or a farmer administering antibiotics to pigs in an attempt to keep various diseases at bay, antibiotics are widely used and taken for granted in many sectors nowadays. This has not always been the case, and this will not be the case in the future if the development of antimicrobial resistance (AMR) is not curbed.

     The escalating and significant increase in the use of antibiotics has led to a global and growing challenge, in the form of antibiotic-resistant bacteria and microbes in many different areas. If the right policy decisions are not made today, the consequences may be grave in the decades to come. As many as one million people may die each year as a result of antibiotic resistance and the number is growing. The latest calculations show that if the current situation is allowed to continue unchecked, it will lead to a humanitarian and economic disaster. Some forecasts predict that by 2050, multi-resistant bacteria and microbes will kill up to 10 million people worldwide each year.

     The report 12 initiatives, Nordic co-operation on combating antimicrobial resistance, is a white paper adopted by the Nordic Council. It is developed on the basis of hearing “You don’t die from pneumonia, do you...?”, which took place on 6 December 2016 in the Parliament in Copenhagen, at the request of the Danish Presidency of the Nordic Council Presidium and the President of the Council, Henrik Dam Kristensen. Experts from all five Nordic countries and the appropriate academic environments attended. The report describes at strategy with 7 overall objectives that can be implemented through 12 well-founded tangible initiatives. The initiatives can be efficiently implemented through Nordic cooperation. The Nordic Council has declared its support for the initiatives and recommends the Nordic Council of Ministers to prepare and initiate the implementation.

    Abstract [en]

    The demographic trends and financial constraints in the Nordic countries, and all over Europe, are posing challenges, especially in the health care sectors. The rising number of elderly with "new" diseases, as well as new technology and inventions, create a growing demand for health care services and health care personnel. The aim of this report is to establish a clearer picture of the challenges in the future health care sectors in the Nordic countries, especially in terms of lack of health care personnel, and the strategies and initiatives implemented for recruitment and retention of personnel.

    "Sammen er vi stærke”. Det var de nordiske samarbejdsministres vision for det nordiske samarbejde fra 2014 – og det vil også være ledetråd for det danske formandskab i 2015.

    Det danske formandskab vil stille skarpt på vækst, værdier og velfærd med målet at styrke og fokusere det nordiske samarbejde til gavn for borgere, samfund og virksomheder.

    Norden er kendt over hele verden for sin velfærdsmodel. De nordiske lande har alle ambitiøse offentlige strategier på velfærdsområdet og stærke velfærdssystemer, der grundlæggende minder om hinanden.

    Vi har derfor i Norden i langt højere grad end i andre dele af verden et stærkt fundament for at kunne samarbejde og udnytte fælles offentlige og private ressourcer på velfærdsområdet til gavn for borgerne.

    Abstract [en]

    The Sustainable Nordic Welfare programme implements the Nordic prime ministers’ request to the Nordic ministers for health and social affairs to prepare tangible proposals for further development of the Nordic co-operation on health. At the Nordic prime ministers meeting on 10 June 2012, the prime ministers asked the health ministers to review, in particular, the Nordic co-operation on testing of new drugs and treatments, co-operation on highly-specialised functions, and research on health and welfare.The Sustainable Nordic Welfare programme applies for the period 2013–2015. In addition to developing and giving a tangible form to the Nordic health co-operation, the programme also involves tangible initiatives in the health and labour market areas. The two councils of ministers with main responsibility are the Council of Ministers for Education and Research (MR-U) and the Council of Ministers for Health and Social Affairs (MR-S).

    Nordisk ministerråd/kulturministrene besluttet i april 2013 å iverksette en kartlegging av kultur- og helseområdet i Norden. Region Skåne ble tildelt prosjektoppdraget, som er gjennomfört i perioden 1. februar – 10. oktober 2014. Prosjektet er samfinansiert av Nordisk ministerråd og Region Skåne. Kartleggingens formål var å øke kunnskapen om kultur- og helseområdet som en betydningsfull faktor i en holdbar nordisk velferd, og skulle omfatte praksis i alle nordiske land og Færøyene, Grønland og Åland. Oppdraget omfattet også en kartlegging av forskning i de fem nordiske landene. Det ble tidlig i arbeidet klart at kartleggingen dessuten måtte omfatte utdanning.

    Rapporten presenterer en statusbeskrivelse av kultur- og helseområdet, en analyse av behov innen området, konklusjoner samt forslag til mulige felles nordiske innsatser på området.
