This report explores how cross-border “life events” — moving for work, working abroad while living at home, and starting a business abroad — play out in the Nordic-Baltic region. It shows that while digitalisation has improved many processes, differences in national IDs, tax systems and administrative rules still create barriers. The report highlights three foundations for better services: interoperability, balancing digital progress with inclusion, and trust and security. It also points to EU initiatives such as the European Digital Identity Wallet and the Once Only Technical System as key tools to reduce bureaucracy and strengthen mobility. The findings offer policymakers concrete insights and best practices to make cross-border life simpler and to advance the Nordic Vision 2030 goal of becoming the world’s most integrated region.
