This report marks the completion of the project Towards a More Inclusive Labour Market and is divided into two main parts. The first part summarizes key findings from the project, drawing on targeted and systematic literature reviews, survey data, and interviews with experts and caseworkers. These findings highlight key characteristics of effective employment instruments in the Nordic countries, along with common challenges in designing and implementing them.
The second part presents 12 evidence-based recommendations to improve labour market inclusion for vulnerable groups in the Nordic countries. These recommendations are organized into four themes and illustrated with concrete Nordic best-practice examples that successfully integrate key elements of these policies.
