The Nordic region's food system remains highly vulnerable to global supply shocks driven by climate change and geopolitical instability. Building on the Karlstad Declaration (June 2024), the Nordic Council of Ministers Secretariat hosted a Food Alert workshop to stress-test the region’s food supply. Co-organized with the Centre for Systems Solutions and Christopher Hegadorn, the exercise brought together experts for a policy simulation exploring cooperation opportunities through fictional crisis scenarios. This report examines the workshop methodology, detailing scenario backgrounds and proposed policy responses. Key findings highlight the need for systematic stress-testing, stronger cross-sector collaboration, and proactive policies to enhance Nordic food security.
