    Nordiska goda exempel på stöd till studenter med funktionsnedsättning under utbildningen och under övergången från utbildning till arbete.

    Artikel 24 i FN:s konvention om rättigheter för personer med funktionsnedsättning, som alla nordiska länder harundertecknat, betonar rätten till utbildning på lika villkor. Den nationella funktionshinderpolitiken i de nordiska länderna betonar betydelsen av att personer med funktionsnedsättning ska få stöd under utbildningsperioden och i samband med övergången från utbildning till arbete.

    Ett syfte med detta häfte är att ge inspiration och idéer till universitet och högskolor i Norden för att underlätta för studenter med funktionsnedsättning att delta i och genomföra en högre utbildning. Ett annat syfte är att uppmärksamma övergången från utbildning till arbete.

    Abstract [en]

    The COVID-19 pandemic has in many ways challenged the health and well-being of people, and more widely, the welfare systems in the Nordic countries. Due to regulations and lockdowns, many people have experienced social isolation, and certain vulnerable groups – such as older adults and those with disabilities – have been hit especially hard. As loneliness has implications for people’s long-term mental and physical health, the consequences of the pandemic are significant for health and social care as a whole.

    This literature review describes the impact of the COVID-19 pandemic on loneliness and social isolation among younger and older adults living in the Nordic countries, with and without disabilities, and in different situations.

    Healthcare and care through distance spanning solutions: 24 practical examples from the Nordic region2020Book (Other (popular science, discussion, etc.))
    Abstract [en]

    Our new publication Healthcare and care through distance spanning solutions contains 24 practical examples from the Nordic region. What they have in common is that they are implemented, available for the population locally – and proven to work. Another distinguishing feature of these solutions is that they are a collection of digital services that make a big difference to many people around the Nordic region. All 27 million inhabitants in the Nordic region come at some point in contact with one of these solutions, either personally, through a relative or someone else in their vicinity.

    The publication is primarily aimed at decision-makers at different levels, but it can be read by anyone interested in the effects of digital solutions on healthcare and care.

    If all five countries in the Nordic countries were to implement these welfare technology services, many believe that we may very well be on the path to solving the future challenges in healthcare and care.

    Abstract [en]

    All children and young people are a huge resource. We have never had such well-educated and competent youngsters in the Nordic countries as we do today. At the sametime there are all the more young persons who claim to be suffering from mental illness, and young persons who, for various reasons, risk ending up in vulnerable situations.

    Growing mental illness amongst young people is one of the most serious public health challenges facing our Nordic society.

    The project Youth in the Nordic Region focuses on young persons who suffer from or are at risk of suffering from mental illness, as well as their situation at school and their later transition to work and providing for themselves. A further important topic of the project is early retirement and retirement on mental health grounds amongst young adults.

    As part of the project we have produced reports which shed light on various aspects of these areas. The report you are holding in front of you aims to give a quick, clear overview of who does what in Sweden in matters concerning young persons who suffer from or risk suffering from mental illness, and end up in long-term unemployment and with no meaningful purpose in life.

    We have produced summaries of all the Nordic countries plus Greenland, the Faroe Islands and Åland. We would like to point out to our readers that the summaries do not include everything that is done and that important and useful contributions may be lacking.

    Abstract [en]

    The aim of this booklet is to discuss assessment of cognition in relation to deafblindness. Cognitive ability is manifested in moments of shared attention. Expressions reveal capacity, but also give us possibilities to estimate schematic ability and comprehension of reality.

    The Guidelines are structured in three parts. Part I gives an introduction to the theoretical foundation of the work of the network and of the guidelines in the present booklet. Part II is an analysis of textbooks and introductions to assessment in general, that aim at teasing out general guidelines that need specific CDB focus. This part ends up in a set of recommenda­tions for assessment of cognition in relation to CDB. Part III is a series of examples from our own work that present different attempts at applying the presented guidelines and theoretical foundation, in combination with more specific assessment targets and procedures.

    All authors are professionals within the deafblind-field working practically in different disciplines or with research.

    Abstract [en]

    This book presents varying assessment purposes, procedures and analytic approaches for professionals who are involved in making examinations and assessments of cognition in cases of congenital deafblindness in both children and adults.

    People with congenital deafblindness often have hidden cognitive potential that those around them fail to detect. This can lead to missing out on communication, or not even having the opportunity to develop a tactile language. A professional assessment of the cognition may reveal latent abilities and with suitable strategies the person with congenital deafblindness can develop their full potential.

    The book is aimed at professionals who are involved in making examinations and assessments of cognition in cases of congenital deafblindness in both children and adults. It is also an important contribution to further research in this area.

    Inkludera fler äldre vuxna i arbetet med äldrefrågor, både på en lokal och nationell nivå. Den äldre befolkningen ska inte enbart vara med och planera i politiska processer utan också exempelvis när det gäller stadsutveckling och utveckling av välfärdsteknologi. Bland annat detta konstateras i Nordens välfärdscenters rapport Att åldras i Norden - En kartläggning av strategier och initiativ för aktivt och hälsosamt åldrande i de nordiska länderna.

    Rapporten lyfter fram vilka visioner och strategier de nordiska länderna har för aktivt och hälsosamt åldrande och beskriver den nationella och regionala nivån, goda lösningar på lokal nivå och vilka aktörer som arbetar med frågorna. I kartläggningen ingår också hur arbetet följs upp med kvantitativa och kvalitativa mått. Rapporten har fokus på fyra områden: åldersvänliga städer och samhällen i Norden, åldersintegrerade mötesplatser och generationsövergripande bostadsmiljöer, motverka ensamhet och social isolering samt aktivt och hälsosamt åldrande med hjälp av välfärdsteknologi.

    Den socialt betingade ojämlikheten i hälsa har tilltagit under de senaste decennierna. Den här utvecklingen har särskilt drabbat unga män i form av ökad förekomst av drogrelaterad sjuklighet och död, värk i nacke och rygg, självmord och skador betingade av våld.

    Utvecklingen har sannolikt en grund i ökade krav för inträde på arbetsmarknaden, vilket i sin tur hänger samman med ökad global konkurrens.

    Den här rapporten tar upp fyra frågor: först beskrivs hälsoutvecklingen bland unga män, sedan utvecklingen av sociala skillnader bland unga, följt av en diskussion om några tänkbara förklaringar till att hälsan är sämre bland män än bland kvinnor. Rapporten avslutas med ett avsnitt som diskuterar förklaringar till varför hälsan bland unga utvecklats sämre än hälsan i andra åldersgrupper.

    Den inkluderende arbeidsplassen innebærer en stor samfunnsmessig gevinst. Ikke minst fordi det bidrar til at flere kan komme inn i arbeidslivet, til å dra nytte av alles unike ferdigheter, og til at flere forblir i arbeid lengre – et bærekraftig arbeidsliv. Det gir også bedrifter økte muligheter for å nå sine mål og øker dermed også konkurranseevnen.

    This report focuses on heterogenous perspectives regarding active and healthy ageing. There are many phases of old adulthood, and the older Nordic population is far from homogeneous. An individual’s lifelong health depends on numerous factors such as income, educational level, physical activity, dietary habits, sexual preferences, ethnicity, family situation, and living and housing arrangements. How these aspects intersect creates different challenges and possibilities for active and healthy ageing. This report explores the possible contribution of intersectional approaches in future analyses and policy-making across the Nordic region.

    Abstract [en]

    Population ageing is a major demographic trend affecting the policy agenda in the Nordic Region, in Europe, and globally. The report Indicators for Active and Healthy Ageing in the Nordic Region focuses on indicators for active and healthy ageing and on welfare technology for older adults in the Nordic Region.

    The aim of the report is to study what types of relevant indicators for both active and healthy ageing and welfare technology for older adults currently exist in the Nordic Region. The study also looks at how these indicators are used to support and monitor policy initiatives. The purpose of the study is to establish a comparative perspective not only on what indicators are available for policymakers, but also what indicators are not available.

    The report presents existing international and European indicators and a list of common Nordic indicators. The study also highlights challenges and future needs for improvement regarding Nordic indicators by presenting a set of recommendations aimed at strengthening the availability of statistical indicators, improving their usage, tackling the shortcomings found, and filling the knowledge gaps.

    Nordens länder samt Färöarna, Grönland och Åland arbetar med inkludering av och delaktighet för personer med funktionsnedsättning på liknande, men ändå skilda, sätt.

    Det strategiska arbetet för ökad delaktighet och ett samhälle för alla anknyter också till FN:s konventionom rättigheter för personer med funktionsnedsättning.

    Under 2016 pågår utvärderingar av nuvarande strategier på flera håll i Norden. Det finns samtidigt ett intensivt arbete med utformning av kommande strategier och/eller handlingsplaner för funktionshinderspolitiken.

    Mot bakgrund av det intresse som finns och behovet av överblick har vi i detta häfte samlat basfakta om strategiskt funktionshindersarbete på nationell nivå.

    Abstract [en]

    In a world where drug use is on the rise and new variants are frequently discovered and produced, the need for effective prevention is stronger than ever. At the same time, preventive strategies and initiatives for battling the crisis are not in short supply. The challenge, however, is to choose the right initiatives.

    To strengthen collaboration within the research field and to present new research and new prevention initiatives, Nordic organisations and experts met in Oslo, Norway, on 28 September 2022, under the heading of Alcohol and drug prevention in the Nordic countries.

    The first half of the conference centred around the meaning of substance use today, and why prevention is needed. The latter half of the conference focused on the characteristics and practical implementations of evidence-based prevention initiatives. Both theory and practical examples were presented. This report summarises the main themes and ideas presented at the conference.

    Demens har länge antagits ha främst med åldrandet att göra. Steg för steg har dock insikten om att det handlar om en sjukdom ökat. Om det är både vårdpersonal och forskare överens.

    Var tredje sekund beräknas en människa insjukna i en demenssjukdom. Forskarna är överens om att antalet demenssjuka kommer att fortsätta öka. Sjukdomen är en global utmaning och dramatiska ökningstal väntar även Norden. I dag beräknas cirka 418 000 människor i Norden vara demenssjuka. År 2050 väntas siffran ha ökat till cirka 778 000 personer. När representanter från olika nordiska organisationer har träffats i olika arbetsmöten som Nordens Välfärdscenter har arrangerat har en tydlig bild utkristalliserats: de siffror som används är förmodligen i underkant. Många som är demenssjuka får inte någon diagnos. En annan sak som uppmärksammats är att de vård- och omsorgsmetoder som har bäst effekt inte finns sammanställda. För att öka kunskapsutbytet mellan olika nordiska aktörer har ett gemensamt nordiskt demensnätverk inrättats med Nordens Välfärdscenter som sekretariat.

    Abstract [en]

    How is cannabis use controlled in the legal systems in the Nordic countries? How do the Nordic legal systems see cannabis as a drug, and how does this affect the cannabis user? The Nordic Welfare Centre´s new report Cannabis policy and legislation in the Nordic countries looks at the similarities and differences in legislation and the ways in which the law is enacted in legal practice, police work, and other arenas.

    After alcohol, cannabis is the second most common intoxicant in the Nordics and cannabis use is increasing among young adults in most Nordic countries. It is therefore not insignificant how society views cannabis use: is it a social problem, a health problem, or a problem of law and order? The answer matters a great deal to the user. Increasing use will put pressure on the societal responses although the majority of cannabis users are not problem users in need of treatment.

    Abstract [en]

    Psychological assessment can be used as a tool for promoting learning, health, and development in children with congenital deafblindness. If the psychologists detect and describe the child’s developmental level, possibilities as well as difficulties, it gives information about what kind of interventions can optimize development.

    This publication gives insights to the complexity of the psychological assessment process in the field of deafblindness, deepen the knowledge in the field and expand the clinical use of psychological assessment. This report is intended to help psychologists assessing cognition – and thus be able to elaborate adapted strategies so that people with congenital deafblindness can develop their full potential.

    The authors of this report are all psychologists and members of The Nordic network on Cognition in Relation to Deafblindness, which aims to promote professional competency in understanding cognitive development and identifying cognitions and their relation to learning and everyday functioning of individuals with congenital deafblindness.

Kunnskapen vi fikk gjennom undersøkelsen, resulterte ien modell for livsomstilling ved kombinert syns- og hørselsnedsettelse / døvblindhet. Informantene iprosjektet var i alderen 25 til 65 år. Det vil si at kunnskapen om livsomstilling i denne sammenhengprimært er relatert til denne aldersgruppen.Livsomstillingsmodellen gir en tankeramme som kan hjelpe oss til å forstå det omfattende og komplekseforandringsarbeidet som personer med syns- og hørselsnedsettelse / døvblindhet gjennomgår.Den kan være til hjelp både for den enkelte og pårørende, der man kjenner seg igjen i en prosesssom til tider kan oppleves som uoverskuelig. Når man er kjent med hvor en person befinner segi omstillingsprosessen, har fagpersoner større mulighet til å kunne tilby riktig støtte til rett tid. Itillegg kan en felles tankeramme som tar utgangspunkt i den individuelle prosessen, være til hjelp idet tverrfaglige samarbeidet.Denne veilederen bygger på kunnskap fra prosjektet. I tillegg har vi bragt inn kompetanse som eropparbeidet om kombinert syns- og hørselsnedsettelse / døvblindhet gjennom mange års arbeid ipraksisfeltet. Sist, men ikke minst har referansegruppen vært viktig i arbeidet med veilederen.

    Abstract [en]

    Education plays a particularly important role in explaining health outcomes in the Nordic countries. Our report aims to highlight knowledge gaps and describe the need for research to better understand the connections between education, health, and equality.

    The report School achievement and health development in the Nordic countries – Knowledge gaps and concerns about school-age children discusses a series of concerns regarding methodology, theoretical perspective, policy aspects, and ethical and political aspects.

    According to the report educational practice should be researched to uncover the mechanism behind gender-based and socio-economic inequalities in school achievement. This would include longitudinal studies over many years.

    The report states that school is a working environment for the children, teachers, and other school staff. Therefore, it would be important to close the knowledge gap on breaks, physical activity, and length of lessons in relation to school achievement and health development among school-age girls and boys.

    Projektet Barnfattigdom har haft praktisk inriktning och redovisar konkreta exempel på arbete mot barnfattigdom.

    Projektrapporten består av tre delar. De första två finns i detta häfte.

    Den första delen, som har skrivits av de norska forskarna Tone Fløtten, daglig leder vid Forskningsstiftelsen Fafo, och Anne Skevik Grødem, forskningsledare vid Institutt for samfunnsforskning, innehåller exempel på mer omfattande lokala satsningar på hur man kan bekämpa barnfattigdomi Norden.

    Den andra delen är en uppteckning av uttalanden från unga som själva har vuxit upp under ekonomiskt pressade förhållanden. Sammanställningen gjordes i samband med en ungdomssamling på Biskops Arnö den 30 oktober–1 november 2015.

    Den tredje delen av projektrapporten är nio kortfilmer med ungdomar från samlingen på Biskops Arnö. Filmerna har producerats av Unga Berättar, en verksamhet inom Stockholm stads Kulturskola.Tre av filmerna är offentliga och finns på Nordens Välfärdscenters Youtubekanal. De övriga får bara visas i specifika sammanhang som har med temat att göra.     Cirka 50.000 mennesker dør af tobaksrelaterede sygdomme hvert år i den nordiske region. Rygning er en af de største individuelle trusler mod folkesundheden, når man måler på sygelighed og dødelighed. Der er derfor et stort potentiale i at forebygge og fremme sundheden inden for rygning til gavn for den enkelte borger og samfundet.

    Nordens Velfærdscenters nye publikation Rygeafvænning i Norden giver et overblik over, hvordan det går med udviklingen af rygning i den nordiske region, og giver samtidig et indblik i hvordan landenes arbejde med ryge- og tobaksafvænning er bygget op. Derudover er der også eksempler på nationale initiativer inden for ryge- og tobaksafvænning, som er afprøvet eller i gang i landene i den nordiske region.

    Smagstilsætninger i tobak, e-cigaretter og røgfri tobak er noget der appellerer til de unge og de ikke-etablerede rygere. Smagstilsætninger er eksempelvis en ledende årsag til unges start på brugen af e-cigaretter.

    Derudover har de unge også en opfattelse af, at e-cigaretter med eksempelvis smag af frugt er mindre sundhedsskadelige, end e-cigaretter med smag af tobak. Derfor vil restriktioner og reguleringer for smagstilsætninger i e-cigaretter og e-væsker højst sandsynlig få en betydning for de unges brug af produkterne.

    I vores nye rapport Smagstilsætningers betydning for brug af snus og e-cigaretter – med fokus på unge og Norden, har vi taget udgangspunkt i noget af den forskning som findes på området.

    Every year around 50,000 people die from tobacco-related illnesses in the Nordic region. Measured in terms of morbidity and mortality, smoking is one of the greatest threats to public health. Initiatives to prevent smoking and to promote health could, therefore, be highly beneficial for the individual and society.

    The Nordic Welfare Centre’s new publication, Smoking Cessation in the Nordic Region, provides an overview of the trends in smoking in the Nordic region while at the same illustrating how the work with smoking and tobacco cessation is structured in these countries.

    The significance of flavour additives in the use of moist snuff and e-cigarettes: With a focus on young people and the Nordic region2019Book (Other (popular science, discussion, etc.))

    Flavour additives in tobacco, e-cigarettes and smokeless tobacco are appealing to young people and non-established smokers. Flavour additives are, for example, a leading cause of young people starting to use e-cigarettes.

    Young people also have a perception that e-cigarettes with the flavour of fruit, for example, are less harmful to health than e-cigarettes with the flavour of tobacco. Restrictions and regulations on flavour additives in e-cigarettes and e-liquids are therefore highly likely to have an impact on the use of these products by young people.

    Our latest report,The significance of flavour additives in the use of moist snuff and e-cigarettes – with a focus on young people and the Nordic region, is based on some of the research that is available in the field.

    Many determinants help to define our health. One of these is health literacy, which also serves as a mediating and moderating factor of health. All in all, health literacy is an important concept to consider in matters of health and, in particular, the health of all people.

    With this report, the Nordic Welfare Centre wishes to introduce the concept of health literacy, its trajectory over time, and how the concept fits into the health structure today. The report will also view health literacy in relation to the field of integration.

    Avdeling vernepleie ved UiT gjennomførte våren 2017 en undersøkelse av levekårene til personer med utviklingshemming i de samiske forvaltningskommunene, samt enkelte andre kommuner i Nord-Norge. Undersøkelsen er gjennomført på oppdrag fra Barne-, ungdoms- og familiedirektoratet (Bufdir) og Nordens velferdssenter (NVC). 93 personer mellom 16 og 76 år svarte på undersøkelsen. En tredjedel av utvalget har samisk bakgrunn. Utvalget er skjevt i forhold til gruppen utviklingshemmede generelt da en høyere andel av deltakerne har lett til moderat grad av utviklingshemming enn for personer med utviklingshemming generelt i landet.

    Vi har undersøkt om det er forskjeller i levekårene til personer i samiske områder med og uten samiske bakgrunn, samt at vi har sammenlignet deres levekår med levekårene til personer med utviklingshemming generelt her til lands og med levekårene til befolkningen for øvrig. Fokus har vært på levekårs- og livskvalitetsdimensjonene skole/utdanning, aktivitet på dagtid, boforhold, sosialt nettverk, helse og hjelpebehov, fritid, demokratisk deltakelse, tilfredshet, selvbestemmelse og mobbing. Studien er den første i Norge som undersøker betydningen av samisk bakgrunn for levekårene til personer med utviklingshemming, samt et det er den første levekårsundersøkelsen personer med utviklingshemming selv har fått mulighet til å besvare. 

    Undersøkelsen viser de samme tendenser som tidligere levekårsstudier. Personer med utviklingshemming i samiske områder har i likhet med personer med utviklingshemming generelt, dårligere levekår enn befolkningen ellers på områder som boforhold, utdanning, arbeid, helse, sosialt nettverk, fritid og selvbestemmelse. De er i tillegg mer utsatt for mobbing og vold enn andre. På enkelte områder er det i tillegg store forskjeller mellom levekårene til personer med utviklingshemming med og uten samisk bakgrunn, ikke minst når det gjelder psykisk helse og mobbing. Vi finner også kjønnsmessige forskjeller når det gjelder mobbing, hvor kvinner er mer utsatte enn menn.

    Social inequalities apply to almost all diseases, injuries and ailments. It is therefore important for the authorities to monitor social inequalities. Indicators are vital both to set a baseline for work alleviating inequalities and to formulate policies that will improve public health for all groups

    Cross-sectoral cooperation at the ministerial level –with afocus on health inequalities: A qualitative study in three Nordic countries2019Report (Other academic)
    Abstract [en]

    Differences in health between social groups have increased in the Nordic countries during the last decades. Therefore, the governments have initiated a number of reforms. Yet, the health gap is still increasing.

    Lack of cooperation between different governmental departments might be an explanation. Our new study shows, however, that cross-sectoral cooperation is working well. The main problem might instead be a lack of comprehensive and effective measures.

    The purpose of this qualitative study was to assess the extent of cross-sectoral cooperation at the national ministerial level, with focus on reducing health inequalities and to identify factors that might promote or hinder such cooperation.
