Nordsyn är ett nordiskt samarbete kring marknadskontroll/tillsyn av ekodesign och energimärkning. Inom Nordsyn har ett samarbete kring informationsutbyte, implementering och testresultat byggts upp, samt viktiga studier genomförts och informationsmaterial tagits fram. Nordsyns Effektprojekt visar att marknadskontrollen är mycket kostnadseffektiv, särskilt när länder samarbetar. Resultat från studier och informationsmaterial från Nordsyn kan med fördel användas även av övriga EU/EES-länder för att förbättra marknadskontrollen. The objectives of the study are to investigate three aspects concerning heat pumps in the context of ecodesign and energy labelling; potential synergies in testing for more than one climate zone, reduced incentives for low capacity declarations and alternative test methods.

A possible alternative to the current test standard is the compensation method, which enables a test that includes the control system of the heat pump. This is closer to real life operation, enables independent market surveillance and provides incentives to develop efficient controls. Experience of using the compensation method for heat pumps for hydronic system are more limited than for air-to-air heat pumps

The project presents a calculation of the benefits and effects of the current market surveillance of ecodesign and energy labelling in the Nordic countries. The results indicate that market surveillance is cost effective, especially when countries cooperate; market surveillance of 2 million Euro saves about 30 million Euro for the customers. The NordCrawl2 project was done for the Nordic Nordsyn cooperation, sponsored by the Nordic Council of Ministers. Within this project the webcrawling Nordcrawl-tool was developed for market surveillance - to find missing labels and products not meeting ecodesign limits - and for policy – where a method to estimate market share was developed. The project shows that the Nordcrawl-tool can indeed already be a useful tool for both market surveillance and policy evaluation for ecodesign and energy labelling. Also the Nordcrawl tool still has great potential for further developments, and some ideas and recommendations are given in this report.

A project was initiated by the Nordsyn group, with the aim to assess two different voluntary energy labelling schemes for taps in Europe, in the context of ongoing development of test methods and a possible mandatory energy label for water taps within EU. The first label is the Unified Water Label (UWL), promoted by the European Bathroom Forum (EBF, representing manufacturers of water taps, shower heads etc in Europe), and the second one is the Swedish Energy label for water taps, developed by the Swedish Technical Committee TK519 (consisting of Swedish manufacturers and the Swedish Energy Agency).Whereas the UWL is based on water flow only, the Swedish label is based on both water flow and rinsing performance. The results show that the Swedish label is better in differentiating between taps in terms of energy use and, according to preliminary results, also in terms of water use.

This project estimates the savings from market surveillance of ecodesign and energy labelling in the Nordic countries to be about 20 million euro during 2011-2019 (2 million euro per year on average). It is a very conservative estimation, and the actual savings can be up to 147 million euro during 2011-2019. Nevertheless, the study proves that market surveillance is cost-effective on a societal level. It also proves the benefits and improvement potential of cooperation between countries. The benefit calculated in this project is the energy costs saved by consumers due to market surveillance authorities finding and correcting products using too much energy – compared with the cost of the performed market surveillance. The project is an update of the Nordsyn report "The Nordic Ecodesign Effect Project", TemaNord 2015:563, with some adjustments.

In this project, a tool was developed to calculate savings from ecodesign and energy labelling policy in the Nordic countries, and a "snapshot" calculation was done. Two different calculation methods were used, and both are implemented on the online platform Nordcrawl where assumption and input data can be changed to produce alternative calculations. In the top-down method, estimated EU savings are scaled-down, using suitable product specific scales, for the Nordics. In the bottom-up method, actual savings are estimated using sales data. The study shows large savings from ecodesign and energy labelling in the Nordic countries. The top-down calculations estimate yearly primary energy savings 2030 (final electricity savings in parenthesis) of about 52 TWh (12) for Denmark, 63 TWh (28) for Sweden, 43 TWh (19) for Norway, 84 TWh (21) for Finland, and 4 TWh (2) for Iceland. 

This study was performed for Nordsyn sponsored by Nordic Council of Ministers. The aim was to analyse if the energy labels of air-to-air heat pumps give consumers in Nordic countries sufficient information on energy performance, since declared performance was suspected to be higher than in reality. Due to very few field measurements available, this suspicion could not be confirmed nor rejected. It was found that many heat pumps are declared for lower capacities compared to their intended use in the Nordic countries, to obtain a higher SCOP value on the energy label. Market surveillance tests show that it has become rarer that heat pumps defrost during the laboratory tests. Altogether the study shows that the current energy label does not give clear guidance to the consumer. Recommendations for field measurements as well as suggestions for standard and regulation developments are given.

The study presented in this report has been performed for Nordsyn sponsored by the Nordic Council of Ministers. The aim of this study was to analyse if the information given on the energy labels of air-to-water heat pumps give consumers in Nordic countries sufficient information on energy performance. When comparing results from field measurements to declared values, it shows the declared values are usually better than the field data, especially in countries with humid climate. There could be several reasons for this deviation as non-optimal installations, bypass of control systems, old field data etc. The suspicion that the deviation is due to that the standard tests do not take humidity sufficiently into account could not be proved nor fully dismissed. Recommendations are given on how this could be further investigated, including field measurements in Nordic countries.
